摘要


隨著台灣整體經濟蓬勃發展,居民於追求經濟環境改善之餘,對生活環境品質要求亦日益重視。全國公共污水下水道系統已成為現代化都市不可或缺之公共設施之一,其功能在收集、處理都市污水,以改善都市居住環境衛生,提升生活環境品質,並且確保良好水源水質。都市污水處理廠的組織架構主要可分為管理組、勞安衛組、操作維護組及水質檢驗組四組。在營運管理過程中有大量且分散之資料與資訊的管理,目前運用簡易文書處理應用軟體來建立資料及資訊的整合,但這並不完全達到資訊管理的目的及需求,對於都市污水廠管理工作效率與效益之提昇仍有所限制,故必然需深入探討與研究並加以改善。 本研究針對提昇污水處理廠營運管理之工作效率與效益,規劃與建置管理資訊系統,運用企業內部網際網路傳輸功能將資料傳至系統中集中整理與整合,使用者在現場任何地方透過電腦設備或移動式設備連結系統查詢相關資訊,並可將資料列印。本研究使用品質機能展開(QFD)技術進行系統分析,並搭配整合性定義(IDEF)方法論程序模式進行系統設計;另以統一塑模語言(UML)建構方法將系統的設計以視覺化方式表達出來。在系統建置技術方面可應用PHP程式語言搭配MySQL資料庫軟體來開發Web資料庫應用程式,並運用Dreamweaver網頁設計軟體來建構本系統的操作介面。系統的建置除了能使污水處理廠達到現階段管理需求目標外,亦可作為未來系統自動化與最佳化發展,並將系統整合於全國公共污水處理廠資料管理系統網提供相關參考資訊與知識,以期達到持續提昇污水處理廠營運管理之效率與效益。

With the rapid development of Taiwan''s overall economy, the residents aspire to improve economic conditions. The residents also respect on the quality of the living environment. National public sewage system have become modernized urban an integral parts of public facilities. Its function is collecting and processing urban waste water to improve the urban living environment health, quality and to ensure a good water quality. There are four main organizational structures in the urban sewage treatment plant: management, labor safety, operation and maintenance and water analysis group. There are large and decentralized management of data and information in the operational management process. Currently using simple processing application software creates an integrated data and information that does not achieve fully goals and requirements of information management. It is still limited about enhance the efficiency and effectiveness in the management of urban sewage treatment plant; it requires further discussion and research. To enhance the efficiency and effectiveness of operational management of the sewage treatment plant, planning and development of management information system is studied. Using internal internet transmission function deliver data to system doing arrange and integrate the system. A user can use computer equipment or mobile device anywhere to link system to search useful information and data to print. In this study, technology of Quality Function Deployment (QFD) was used to analyses the system and Icam DEFinition (IDEF) methods to process model for system design; Unified Modeling Language (UML) method of visually expression to construct the system. The system can be applied to build the PHP programming language with MySQL database software to develop Web database applications, and use Dreamweaver web design software to construct the user interface of the system. In addition, building system can achieve currently management goal of requirement, can also be a system automation and optimization of future development, and integrate system to management information system of national public sewage treatment plant to provide information and knowledge that will achieve continuous improvement of the efficiency and effectiveness of operational management of sewage treatment plant.
