摘要

本文目的在協助衛生署訂定委外研究計畫之績效評估指標權重之訂定。衛生署使用的是國科會所訂定的績效評估指標，該指標系統有層級性，因此在求算權重時適合採用AHP法。本文以衛生署所推薦之學界與業界專家為問卷對象，以其意見建立評估指標權重之依據，說明AHP法實際的操作過程，研究結果，可供衛生署擬定委外研究計畫績效評估政策之參考。

The purpose of this paper is to calculate the weight of performance measures for evaluating sponsored research of Department of Healthy, Executive Yuan. The indicators that be used were designed by National Science Council, and those indicators generated as a hierarch structure, so AHP could be used when deciding the weight of performance measures. This paper demonstrated the calculating process, and experts' opinions were the base for AHP. The results of this paper could be the reference for Department of Healthy when they design the evaluating system for sponsored research.
