文化創意產業納入行政院「挑戰2008:國家發展重點計畫」,顯示臺灣經濟發展面臨轉型的殷切,已經是朝野的共識。最近政府一連串的措施,例如成立臺灣創意中心連結文化創意與產品設計,甚至訂定文化創意產業優惠貸款辦法等等,再再顯示政府推動文化創意產業的決心。臺灣的經濟奇蹟,靠的是過去中小企業勤儉努力的打拼精神與便宜的勞動工資,但這幾年來這些優勢已經被中國所取代。臺灣如果想在全球的經濟中佔有一席之地,必須建立起臺灣自己的文化品牌,除了技術的提升外,還必須兼備創意的設計與人文的關懷,這也是政府推廣文化創意產業的目的。因此,本論文主要目的係針對設計產業現況發展,探討當前產官學界對於設計產業的努力與亟待精進的地方,並提出設計產業值得深思的問題與相關建議。
Cultural and Creative industries have already been officially listed into the ”Challenge 2008 National Development Plan,” demonstrating the government's eagerness of transforming Taiwan's economic development as its national focus. A series of public policies reveal the government's determination to promote cultural and creative industries, for example; establishing a Taiwan Design Center to combine cultural and creative industries with product design, and making law of cultural and creative industries loan. Taiwan's economic miracle was promoted by small enterprises through the hard working spirit and cheap labor of the people. But all these advantages have been replaced by China in recent years. If Taiwan still wants to plays a role in the global economy, it should establish a Taiwanese culture brand. Besides its skill leverage, it has to cover both creative design and humanity care, which is the purpose of promoting cultural and creative industries from the government's point of view. Therefore, the main purpose of this paper is intended to study the recent development of cultural and creative industries focusing on the efforts among the government, enterprise, and academia sides. It is necessary to bridge the gap between the national policy and design practicing to establish a design strategy for educational, research, professional and administrative endeavors.
