供應鏈金融 (Supply Chain Finance) 透過結合供應鏈內的核心企業與上下游 中小企業,同時對其提供金融服務,解決了傳統中小資企業在融資時會碰上的 困難,亦拓展了金融機構的業務範圍。透過該項業務,金融機構得以將過去的 徵信機制應用於特定供應鏈的參與者中,並從中獲取信用資訊,達到更好的風 險管理效果。同時,由於供應鏈上的各企業財務更加健全的狀況下,整體供應 鏈得以良好的合作,並促進該供應鏈上企業發展。自供應鏈金融業務推出以 來,已歷經多次改革,近來來由於區塊鏈蓋年的興起以及政府的推動,許多銀 行開始自行或與其他企業合作開發結合區塊鏈的供應鏈金融業務,並從該項技 術中為供應鏈金融帶來更進一步的強化。 然由於新技術帶來的改變伴隨著新風險的出現,故在本研究當中將針對應用區塊鏈技術之供應鏈金融風險進行探討,透過層級分析法研究應用區塊鏈之供應鏈金融風險,以期建構出一個完整風險評價系統,作為未來企業在建立或選擇該項服務時的參考評價體系。
Supply Chain Finance, through the integration of core enterprises and upstream and downstream small and medium-sized enterprises within the supply chain, simultaneously provides financial services to address the difficulties faced by traditional small and medium-sized businesses in financing. It also expands the scope of financial institutions' operations. Through this business, financial institutions can apply the previous credit mechanism to specific participants in the supply chain and obtain credit information, achieving better risk management effectiveness. Since the introduction of Supply Chain Finance, it has undergone multiple reforms. Recently, due to the emergence of blockchain technology and government initiatives, many banks have started developing supply chain finance services that incorporate blockchain either independently or in collaboration with other enterprises, further strengthening the field of supply chain finance through this technology. However, the introduction of new technology brings about new risks. Therefore, this research will focus on exploring the risks associated with blockchain-based supply chain finance. The Analytic Hierarchy Process will be used to study the risks to construct a comprehensive risk assessment system. This system will serve as a reference for future enterprises in establishing or selecting blockchain-based supply chain finance services.
