我國為舒緩水稻生產過剩並且降低進入世界貿易組織(WTO)後,對稻米產業帶來的衝擊,自民國73年起執行「稻米生產及稻田轉作計畫」與後續休耕計畫,至今已超過20年。於此同時,我國工商業持續成長,農業從業人口逐年老化,農業所得佔農家所得的比例降低,休耕地面積持續擴大。近年來,政府部門對於休耕補助的金額逐年增加,更已經排擠了其他農業政策的預算額度。 桃園市為我國北部地區重要的水稻、蔬菜生產基地,然而,依據行政院農業委員會統計資料顯示,民國100年各縣市連續休耕農地面積,桃園市在所有縣市中排名第二,達6998公頃,僅次於台南市。此外,桃園航空城計畫為我國近年重要建設之一,青埔、大園一帶,土地買賣頻繁,許多報導都指出,投資者為了自身利益炒作土地,造成桃園地區休耕比例較高。為深入了解休耕比例是否與農地交易價格有所關聯,本論文以內政部不動產成交案件實際資訊資料供應系統及桃園市政府公務統計資料進行分析,以計量經濟學之迴歸模型(最小平方法)並設定交乘項,以探討影響農地交易價格之各項影響因子。此外,本論文亦探討土地所在分區、面積、耕作習慣、休耕政策改變等因子與農地交易價格之關係。
In order to deal with the rice surplus and buffer the impact of entering WTO for the rice industry, Taiwan government has enforced the Paddy Land Utilization Adjustment Program and sequential plans since 1984. From then on, Taiwan has seen a constant growth in industry and commerce and an aging working population in the agriculture industry. The percentage of farm income in the farm household has declined, with more and more farmland being left unseeded. Furthermore, the government offers a growing amount of fallow substitutions year by year, only leaving a limited budget for other agricultural policies. Taoyuan City is the hub of rice and vegetables production in the northern Taiwan. However, according to the statistics of the council of agriculture, Executive Yuan, the city in 2011 had the second largest continuing fallow farmland, totally 6998 hectares, only next to Tainan City. Moreover, the city in recent years has begun a major infrastructure plan, called Taoyuan Aerotropolis, which contributes to the high frequency of land transaction in the region of Qingpu and Dayuan. Many reports pointed out that the speculation in land sale is responsible for high percentage of fallow in Taoyuan region. Thus, this study aims to deeply understand whether there is a relation between the percentage of fallow and the price of farmland for sale. This study analyzed the real estate transaction cases from the Ministry of the Interior and the data from Taiyuan City government, adopted the method of least squares in econometrics, to investigate the factors that affect the price of the farmland for sale. Also, this study tries to explore the relation between the price of the farmland, its location and area, and its farming pattern and fallow policy.
