從道路到街道──南港中南街街道文化之浮現與再生行動

From Road to Street: Emergence of Nangang’s Zong-Nan Street Culture and the Actions of its Revitalization

本文的研究基地為臺北市南港區中南街區,此街區原本是以運輸為主要功能的交通基礎設施,並逐漸發展成工業時期支持社會生活的社會性基礎設施,其近山性和後站性奠定其作為「內部型老街」的特性。但隨著大尺度道路開闢,此街區產生交通功能與社會功能衝突的困境,但其歷史意義則在科技新都中成為連結人與地方脈絡的社會性基礎設施。 中南街區的街道文化,在人性尺度的老街中形塑,街區中的店屋可以容納小規模的生意及居住,且部分店屋利於分層使用。街區中的生活者及靈魂人物,共同詮釋中南街區為來返的場所、謀生有道的地方、須要都更的街區、以及實現文化理想的場域,顯示出中南街區之於生活者的多重意義。 本文奠基於田野調查與行動研究之上,以收束並反省中南拌島團隊在2018-2021年間參與式規劃的經驗,為此階段性的都市再生行動提供一個觀點,並從中南拌島經驗,進一步探討現行都市規劃工具的可能性與限制。在中南街區的社會情境中,都市再生的工作建立在過往團隊的成果之上,本研究也期待能藉由反省中南拌島經驗,提供後續的行動養分。

This research took place at Zongnan Street, Nangang District, Taipei City, where the original function of industrial transportation has been undergoing a transformation from physical infrastructure to social infrastructure for supporting street life. The location of Zongnan Street is restricted by the topography conditions and the backside effect behind the train station. I define it as a “territorial old street” to delineate its historical dimension and its spatial meanings for local people. However, bigger roads extended to intercept this street and resulted in the dilemma between the need for transportation and supporting street life. At the same time, Zongnan Street as a historical street plays the role of connecting people and place context during the new age of Nangang District. The street culture of Zongnan Street is embedded in its concomitant buildings of a human scale. The scale of shop houses can accommodate commercial and residential needs. Some shophouses allow the different floors to be used separately. Residents interpret this street as a place with mobility, a place where they make a living, a street that shall be renewed, and a field allowing them to accomplish ideas. These multiple interpretations of Zongnan Street highlight the diversity of the street culture. This research is based on fieldwork and action research that aims to reflect the actions of Zong-Nan-Bra-Dou between 2018-2021. With this experience of urban regeneration, I explore possible planning tools in order to find a way to retain the human scale of the street and revive the street culture.
