摘要

臺灣偏遠地區與大部分非都市地區普遍皆有尖、離峰運輸需求差距明顯與空間需求分佈離散的特性，使得業者虧損問題日趨嚴重。而需求反應式公共運輸服務(Demand Responsive Transit Service, DRTS)具備彈性班次與路線服務之特性，可有效降低里程空車率、改善乘載率低落之情形，同時提高使用者的方便性，提升公共運輸之服務品質，增加民眾的使用意願。因此，運用DRTS的營運特性，改善偏遠地區與非都市地區公共運輸營運效率，是為公共運輸發展規劃之重要方向。
然在DRTS逐漸發展之際，一套良好的評鑑制度有助於使DRTS的營運更快步上軌道，同時可以協助政府單位檢視DRTS的營運狀況，避免資源浪費。因此，本研究之主要目的即希望能夠依據DRTS的特性，建立合適服務非特定對象之需求反應式公共運輸服務評鑑制度，供未來營運者及決策者參考，同時協助業者能夠自我提升，並與其它地區業者相互交流，以提升整體營運效率與服務品質。
本研究基於國內外運輸業評鑑制度現況，結合DRTS相關文獻，首先彙整出適用於DRTS之評鑑指標項目；後續利用專家訪談檢視所提出之評鑑指標之合理、完備與可操作性，並綜合專家學者給予之意見，以確立DRTS評鑑制度之架構，包括「派遣中心服務與系統運行效率」、「場站設施與旅客服務品質」、「運輸工具與駕駛員管理」、「公司經營與管理」等共16項指標。本研究進而採用層級分析法(Analytical Hierarchy Process, AHP)建立評估架構與分析評估權重，最後藉由國內現有之類似於DRTS的系統服務進行實際操作，以驗證制度的可操作性。

Many operators of public transportation system in rural Taiwan suffer from significant discrepancy on peak/off-peak demand and the features of discrete demand distribution. As a result, public transit agencies are experiencing increasing business loss. The “Demand Transit Responsive System” (DTRS) provides public transportation service with flexible route and schedule, which will normally decrease mileage vacancy rate and increase ridership. Furthermore, DTRS improves service quality, thus increasing the public’s interest in using transit system. DTRS is also expected to improve poor financial situation for regional public transportation agencies due to its comparatively operating cost. As DTRS becomes more widely used, an effective evaluation scheme should be developed to facilitate DTRS’ implementation and act as a benchmark for its operation. The purpose of this research is to develop an evaluation system based on DRTS’ characteristics. Such assessment system can be a useful referencing tool for operation managers and future decision makers while operators can apply the scheme to examine performance of DTRS.
This research first reviews existing evaluation schemes of various transportation systems, both domestically and internationally, as well as related DRTS studies; then evaluate the recommendations by panel experts to determine the most appropriate evaluation indicators and appraisal system. This research comes out 16 indicators for DRTS’ evaluation. The “Analytical Hierarchy Process” is adopted to evaluate the weights of them. Two case studies are used to verify the operability of the evaluation scheme .
