建構高科技廠房建廠要徑管理模式

摘要


高科技產業因其產品壽命短、競爭激烈,提早上市是獲得較佳利潤的保證,因此,其廠房建廠需要在極短時間內完成。如何將此投資龐大、工程介面複雜與充滿不確定風險的營建工程準時完成,成為一個重要的管理課題。 營建專案管理的特質是一次性的施作、無重複性、過去經驗無法完全複製、天候及業主、施工人員等,不確定性因素多,且專案完成時間受限。而高科技建廠營建專案,因時程緊迫與介面複雜的特性,讓專案運用CPM管理更加複雜。過往研究,卻較少提出可供管理者依循的時程管理模式。 本研究參考了軌道列車準點管理模式,提出了包含早發管理與加速管理的準點要徑管理模式,一個有明確流程與決策原則的管理模式。並以計畫評核術結合蒙地卡羅模擬驗證此管理模式,能有效提升高科技建廠專案的準時完成率。 盼此模式能持續加予研究、完善,必能對提升建廠專案準時完成的成功率有所助益。

To delivery to market as soon as possible is the key of ensuring high profit of high-tech products. Therefore, the constructing schedule of high-tech. plant is requested to meet the market requirement. It is a big challenge to complete such a project, which with massive investment and complicated engineering interface, on schedule. Construction projects are one-shot work and influenced by uncertain events, e.g. weather or labor shortage. So, it is difficult to utilize CPM in construction project, not mention high-tech plant which is tighten schedule and complicated interface. There is rare study to provide guidelines or management models for the project managers of high-tech construction projects. This thesis focus on how to manage a construction project for high-tech. plant by critical path method (CPM) effectively. To develop a management model of CPM by analyzing records and practice of completed projects. This model is consisted of schedule analysis and execution control. Operating flow and decision criteria are proposed for managers. This management model can increase on-schedule rate of high-tech plant significantly. The successful rate of project on-schedule will be increased to improve and verify this model continuously.
