個人傷害保險職業分類及其費率係數之研究

摘要


綜觀過往個人傷害保險相關文獻中,甚少針對職業分類加以探討,乃多僅止於闡述職業因素對於個人傷害保險業務經營之重要性即止,更遑論對於職業分類劃分原則與方式進行系統性的整理,使日後欲修訂時,恐缺乏相關理論基礎,也進而降低國外經驗借鏡上的實用性。另外,我國保險人於實際經營個人傷害保險業務時,為考量簡便性與市場性,多僅以少數較低之職業等級來承作,凸顯理論與現實的不符,以上遂增進本研究對於個人傷害保險職業分類劃分方式等相關方面的探討動機。   本研究乃藉由文獻歸納法與比較分析法之研究過程,統整個人傷害保險中職業分類之相關理論基礎,並在探討國內外於該範疇之經營發展歷程與現況後,進而提出職業分類之分類型態及可供其相互比較之特性,本研究結果大略得歸結為以下四點: 1.職業分類對個人傷害保險之經營確具重大意義。 2.個人傷害保險職業類別項次與內容簡化已為現今之國際趨勢 。 3.藉由本研究建構之個人傷害保險職業類別三大劃分型態(分別為按「產業別」、「客觀條件」與「實際職掌或職場環境暴露」分類者),可望針對不同國家抑或不同保險人之職業分類表作型態上的初步劃分。 4.本研究提出之職業分類三大劃分型態可藉五大特性(「公平性」、「簡便性」、「穩定性」、「彈性」與「忠實性」)來相互參酌,兩者配合則可望針對不同地區抑或不同保險人之職業分類表作型態上的初步劃分和比較分析。協助其選擇最適之職業分類劃分型態,並針對現行概況提出修正建議。

According to the research in personal accident insurance from the past, there are seldom investigations, which major concerning about occupational classification. Since most researches are simply focusing on the importance of the factors of managing personal accident insurance, there are no specific classifications and systematic rules to organize occupational classification. The lack of knowledge and theories; furthermore, will decrease the practical applicability of foreign experience during revision. In addition, while doing personal accident insurance management in real cases, most insurers (in Taiwan) use lower occupation levels because of the simplification and marketization. As a result, this situation presents that theories nowadays is not practically useful in realities.   Follow by the documentary analysis method, comparative analysis method and the development of personal accident insurance management in domestic and abroad, there are four major aspects that support the characteristics of comparison in different type of occupational classification. 1.There are significant relativities between personal  accident insurance management and occupational  classification. 2.Simplification the items of occupational classification  has become a new international trend. 3.There are three division patterns that assist different  nations or different insurers by industry, objective  condition, and job duties or environmental exposure. 4.Furthermore, there are five characteristics, which are  equity, simplicity, stability, flexibility, and  faithfulness that support the three division patterns  more specifically refer to occupation classification.
