中國大陸城鄉開發政策對台灣營建業之影響

摘要

台灣營建業擁有輝煌的歷史，曾經帶領國家經濟起飛，在國家發展經濟的過程上扮演著非常重要的角色。如今台灣房地產空屋率15%，人口數下降，而此現象只會越來越加嚴重。當住屋人口下降，房產的需求量就會降低，與此同時，產業外移、廠房外移，這些都將使營建業失去無數工作。
中國大陸日漸注重城鄉差距的問題，期間城鄉開發的計劃不斷的在進行，以求追平城鄉之間的差距。然而中國大陸地大物博，這些計畫的推動無法在短期間見到成效，需要一段足夠的時間去慢慢發展。在台灣環境困苦但中國大陸市場始終遼闊的狀況下，台灣營建業者勢必要面對出走台灣的情況，而中國城大陸鄉發展計畫對台灣營建業者有著什麼樣的影響與吸引力。
透過台灣與中國大陸之間過往建設歷史比較與經濟實力之比較，兩岸未來可能進行之發展計畫之比較，分析中國大陸城鄉發展計畫對台灣營造業西進的可能性與發展性。並提供兩岸營造法規與習慣的不同，台灣營造業西進可能面對的風險，探討兩岸營造業不同處與雙方優勢與缺點。

Taiwan’s construction industry had a brilliant history, it grown up Taiwan’s economic and played an important role when Taiwan was developed the power of economic. Now, Taiwan’s vacancy ratio is almost higher than 15%, but population is gradually decreased and this situation will become more and more seriously. When population decrease the requirement of house will decrease too, in the mean times, factory and company move to foreign, these make construction industry lose many works.

China gradually pay attention to gap of urban and rural development, plan for reduce the gap of urban and rural development is carry on continuously. China is so big and own many resources, so effect of these plans can’t be so fast to see, it needs some tomes to promote the plan. When the condition in Taiwan is not so good for construction industry and many chances show on China, Taiwan’s construction industry must develop in China in the future. Find out what affect and attractive of urban and rural development of China for Taiwan construction industry.

Compare the construction history and power of economic between Taiwan and China and compare the possibility of carry out for construction plan in the future, to analysis the possibility and expansibility for Taiwan’s construction industry in China. Provide the differences of construction laws and habit between Taiwan and China, the risk when Taiwan’s construction industry develop in China, further, discuss the advantages and disadvantages between Taiwan’s construction industry and China’s construction industry.
