在ECFA架構下中韓FTA之簽訂對台灣經濟之影響

摘要

在全球化的國際貿易之下，國與國之間的關係為了更加緊密，紛紛以建立區域經濟整合和簽訂自由貿易協定為目標，以達到更加開放和沒有關稅障礙的經濟貿易。台灣雖然位在亞洲重要經濟位置上，但卻無法加入與周邊國家的區域經濟整合，尤其在受到韓國正積極擴張其貿易版圖的壓力下，台灣僅有以簽署ECFA為較具影響力的協定，而面對這樣的貿易競爭，台灣ECFA的實施情況是否有對台灣對中國的貿易帶來正面影響，又該如何去對抗中韓FTA的威脅。
本研究先利用貿易統計系統來計算台灣與中國簽訂ECFA後的進出口貿易資料變化，接著再分析中韓FTA簽訂後帶來的效益，以及與台灣主要貿易對象的競爭關係，最後在探討對台灣貿易的影響。
經研究分析後，發現ECFA的實施對台灣的進出口貿易有明顯的增加，而且也逐漸促進與中國的貿易依存程度，但是與其他國家的貿易卻逐漸衰退。由於中韓FTA才剛開始實施，所以僅有前4個月的總貿易資料，但是與前幾年同時期的貿易值相比，其貿易值卻大幅減少，表示中韓FTA目前的實施效果較不如預期，所以目前尚未對台灣造成巨大影響，但因為中韓FTA是為期20年的降稅過程，所以在將來還是會造成影響，因此還是要積極與其他國家搭起貿易橋梁，並致力找到兩岸貿易關係的平衡點，以利增加台灣對外的經濟貿易情況。

Under the globalization of international trade, and relations between countries in order to more closely, have to establish a regional economic integration and free trade agreements as the goal to achieve a more open and non-tariff barriers of economic trade. Although the Taiwan economy in an important position on the Asian, but we can’t join the regional economic integration with other countries, especially it a pressure of South Korea is actively expanding its business, Taiwan just to sign the ECFA as more influential agreements. In the face of trade competition, ECFA can bring how many benefits to Taiwan on China's trade, and how to counter the threat of China-Korea FTA.
In this study, the first use of trade statistics system to calculate the import and export trade between Taiwan and China signed ECFA after the data changes, followed by analysis of China and South Korea signed a FTA benefits, as well as competition with Taiwan's main trading partner, and finally in the discussion of Taiwan trade impact.
The study analysis found that ECFA implementation of Taiwan's import and export trades has increased significantly, and gradually promote the degree of interdependence with China's trade, but trade with other countries has gradually decline. Since the implementation of China-Korea FTA has just begun, so only the first four months of total trade data, but compared with the same period in previous years, the value of trade, the trade value was significantly reduced, indicating that the current China-Korea FTA implementation effect is better than the expected, so not yet caused a huge impact on Taiwan, but because China-Korea FTA is a 20-year tariff reduction process, so in the future or will be affected, so it is necessary to actively set up a bridge of trade with other countries, and is committed to find the cross-strait trade balance relations, to facilitate the increase of foreign trade and economic situation in Taiwan.
