兩岸貨幣清算與匯兌機制的設計與執行對我國金融市場的影響

摘要

自2012年8月，我國央行與中國人行簽署完《海峽兩岸貨幣清算合作備忘錄》後，2013年2月6日，我國外匯指定銀行（Domestic Banking Unit，DBU）便緊接著啟動人民幣存款、放款、匯款及販售其金融商品之相關業務。
　　2014年底，我國的DBU更因此囤積了2,471億人民幣之巨額資金，在市場上以存款的方式擺置。且根據現況，囤積在我國的人民幣處置與去處，已演變成中國銀行（台北）為我國人民幣最大的去化管道。換言之，在當初設計與管理我國人民幣的去化的時候，恐怕是忽略了某些原因，導致我國民眾用新台幣兌換的人民幣，變成了一種爛頭寸。但且不論原因為何？更重要的，是兩岸貨幣清算或人民幣的在台發展，究竟會產生甚麼影響？

　　為此，本研究透過「歷史制度途徑」，來完成本文的三個研究目的：
1.探討「兩岸貨幣清算的歷史背景」。
2.檢視與分析「兩岸貨幣清算與匯兌機制的設計與執行之在台發展現況」。
3.發現「兩岸貨幣清算對我國金融市場的影響」。
　　並再藉由「文獻分析法」解構官方文件；用「無結構式訪談法」彙整個人、企業、銀行與中央銀行之意見，去檢證本研究的判斷之完整性。

After Central Bank of Republic of China and the People's Bank of China signed the "Memorandum on Cross-strait Currency Clearing Cooperation" on August 2012, our Domestic Banking Unit, DBU has started working on the business such as RMB deposits, loans, remittance, selling the financial products, ect..
　　At the end of 2014, our DBU has already amassed 247.1 billion of RMB and existed by the deposit way in the market. According to the current situtation, the majority of those stocking money has been deposit in the Bank of China (Taipei) . In other words, the original design and the management of RMB in our country must omit some point which has caused excess reserves among exchaning NTD to RMB. However, no matter what, the most important thing is the effect that brought up by the Cross-strait Currency Clearing Cooperation and the development of RMB.
　　Therefore, this study uses "Historical Institutionalism" to discuss "the　background of Cross-strait Currency Clearing Cooperation", to analyze "the Taiwan's developming status of the design and implementation with the Cross-strait Currency Clearing Cooperation", to discover " the effects of financial market caused by the Cross-strait Currency Clearing Cooperation". Futhermore, this study uses "Documentary Analysis" to deconstruct the official documents and uses "Non - structured Interview Method" to collect personal, industrial, banking, and Central Bank of Republic of China's opinions for verifying this study.
