Twenty municipal solid waste (MSW) incinerators have been built and operating in Taiwan. Among them, five are Public-Own-Operate (P.O.O.) (three in Taipei and two in Kaohsiung), thirteen are Operate-Transfer (O.T.), and two are Private-Own-Operate (one is Build-Own-Operate (B.O.O.) and one is Build-Operate-Transfer (B.O.T.)) We have cost a huge amount of money to build these MSW incinerators for solving the waste problems in Taiwan; however, whether they are built and operated in the best efficiency need further comparisons and discussions. The major objective of this study is to understand the differences of build and operation between public and private MSW incinerators. Four incinerators are chosen as the representative for the different types of build and operation, they are Neihu incinerator in Taipei (P.O.O.), Holi incinerator in Taichung county (O.T.), Taoyuan incinerator in Taoyuan county (B.O.O.), and Wurih incinerator in Taichung county (B.O.T.). The build cost, staff and organization, operation conditions, and the treatments and emissions of different pollutants of these four incinerators are compared and discussed. The results can provide useful information for the government on police amendment and public construction impetus.
From the results of comparisons and analysis, the build cost of B.O.O. incinerator is the highest, the next is O.T. and B.O.T. incinerators, and P.O.O. is the lowest. B.O.T. incinerator has the least staffs due to many administrative staffs omitted. P.O.O. incinerator has the heaviest staffs and organizations. B.O.O. incinerator has the best efficiency of electric power generation, the next are B.O.T. and O.T., and the last is P.O.O. These four incinerators all use SNCR + semi-dry scrubber + activated carbon injection + bag house for the controls of air pollutants (acid gases, particulates, and dioxins). The concentrations of air pollutants emitted from these four incinerators during 2003-2005 are conformed to the air pollution regulations. More NOx are emitted from O.T. and B.O.O. incinerators. The average  concentratins of SOx and CO emitted from these four incinerators are all lower than 20 ppm. B.O.T. and B.O.O. incinerators emit more SOx and P.O.O. and B.O.T. incinerators emit more CO. B.O.O. and O.T. incinerator have higher average concentratios of HCl while B.O.T. has the lowest. The control efficiency of dioxins in B.O.O. incinerator is the best and is increasing year by year. The fly ashes in these four incinerators are all treated with solidification or stabilization followed by landfill. They are all conformed to the TCLP and compressive strength limits of hazardous waste treatment regulations. P.O.O. had the best performance, and the next was O.T., B.O.O. and B.O.T.
