道路管線施工品質管理機制之研究

摘要


隨著生活水平及教育程度的提昇,以致民眾意識抬頭,對於公共建設服務的需求也相對提昇,然而隨著電力、電信、瓦斯、自來水、網路等等資源需求增加,使用道路埋設管線情形非常普遍,常發生管線工程埋設後,因道路回填不實,或管線埋設未與路面齊平,造成路面不平的情況,其施工品質優劣將是維持路面平整最重要的關鍵。對於管線單位於路平路段再次施作,其理由不外乎搶修、民眾或建案需求申請挖掘,甚至開挖才剛鋪平不久的馬路,就因管線挖埋而失去原有水準,而造成民眾對路面品質失望。 管線工程不論在施工期間,抑或是完工後之使用維護階段,與民眾生活安全息息相關,所以近幾年管線工程品質不但成為政府重要管控項目之一,亦是社會各界所關注之議題。 本研究針對道路管線工程品質進行探討,首先歸納整理國內外相關研究及現況探討,利用戴爾菲法設計問卷調查道路管線施工重要項目,將其問卷調查進行結果分析,利用其結果於施工流程中設立檢驗停留點,研擬檢驗停留點之使用流程來並建立一套道路管線施工品質管理機制。

As living standards and education levels increase, so that the public consciousness, public demand for construction services is relatively improved. However, with the electricity, telecommunications, gas, water supply, increased demand for network resources, etc.. Use of roads buried pipeline situation is very common, and often occurs after laying pipeline project, due to road backfill is not real, or pipe laying is not flush with the road surface, causing uneven road conditions. The quality of its construction will be to maintain the merits of the most important key pavement. For the flat sections of the pipeline unit to re-apply for the road, the reason is nothing more than repair, the public demand for mining or building cases, even good at digging, making the paved road just shortly due to lose their original buried pipeline digging level, resulting in disappointed with the quality of people on the road. Whether during the construction of the pipeline project, or is used after the completion of the maintenance phase, security is closely related with people’s lives. So in recent years, the government pipeline project has not only become an important quality control projects, is also the question of concern to the community. This study discusses the quality of the road pipeline project. First collate and analyze the status of domestic and foreign research and discussion, design a questionnaire using the Delphi method to identify key pipeline construction roads will analyze the results of its survey, use the results in the construction process stays up inspection process to establish a road pipeline construction quality management mechanisms.
