人行地下道維護管理系統之建構研究

摘要


人乃構成城市之基本要素,而步行又是人類最基本的移動方式,即使在交通發達的現代都市中,步行仍是民眾從事各種運輸活動中不可或缺的方式;故一個現代化都市之人行地下道(Pedestrian Underpass;或Pedestrian Underground Passage),必須能提供行人安全、舒適到達目的地的功能。故都市的人行地下道設施是否完善並符合民眾需求,乃代表這一個都市進步程度主要的關鍵指標之一。 本研究探討發現台灣之人行地下道設施,各地方主管機關沒有完善的維護管理制度,導致令人詬病的缺失不勝枚舉,使得原本應該提供給用路人安全步行的人行地下道,因行人使用意願降低而直接穿越馬路,反而造成人車爭道之危險。而現今台灣地區官方所開發之維護管理系統都是以車行公路為主所開發之作業系統,其檢測項目與介面與行人相關設施還是有些落差,故若要直接套用在人行地下道,將導致空白及缺乏妥適性之欄位過多,甚至因此造成不專業的判斷,自然會導致後續人行地下道的維修作業困難與經費編列浪費等缺失,故一套完善而符合實務需求之人行地下道維護管理系統,對於現行沒有完善管理制度的台灣,確實是一項極有意義的研究課題。 本研究所建構的人行地下道維護管理系統主要係透過國內外文獻之收集、現場缺失調查、專家訪談目前維護管理機制之不足來架構系統雛型,透過國內外文獻之收集,了解橋樑管理系統之現況,並研擬可作為本系統因子之項目;現場缺失調查台北市所有人行地下道共計56座之實際缺失後,將所有缺失數量、種類加以分門別類,並經統計分析以作為系統檢測項目之建構依據;分別探討現場檢測人員、人行地下道主管機關與一般民眾等不同角色對系統之需求,使系統之使用性更為人性化;採用Access 2010結合ASP.NET逐步建構系統雛型;系統雛型建構完成後,經由實際現場測試,並回饋修正系統之缺失。 本研究所建構之人行地下道維護管理系統可提供主管機關利用本系統進行人行地下道現場檢測工作與及時查詢人行地下道之基本資料與歷史資料,利用照片上傳與檢視功能來上傳和調閱歷史缺失照片;而民眾亦可利用本系統之民眾通報平台以最切身之感受來填報人行地下道缺失,系統會自動將民眾所填寫之缺失紀錄表轉寄給管理單位,達到及時有效且落實全民督工之功能。本系統並可提供各人行地下道的歷史資料查詢功能,包括基本資料、檢測資料、缺失照片及民眾通報紀錄等資料庫,主管機關藉由此等資料庫即可對人行地下道維護作業之優先順序與經費編列等做更正確而有效的決策。

City is constituted on the basis of people, and walking is also the most basic moving way of each transportable activity for people even in the developed transportation city. Thus a modernistic pedestrian underpass of city has to provide safety and comfortable environment for people who need to pass that to arrive at the destination. As a consequence, it’s the most important index of the degree in city progress whether pedestrian underpass satisfy the requirements of people or not. Owing to the rough maintenance management ways of the government sector cause much defective issue on operation of the Pedestrian Underpass; such as damaging facilities and some safety problems. Remarkably, the operation rate of Pedestrian Underpass has been heavily reduce in recent years; because of that cannot provide satisfying environment for people. In terms of maintenance systems in Taiwan, most of that focus on the public road which has low correlation with pedestrian underpass especially in detection of damaged items. This situation reveals that there is no suitable maintenance system for pedestrian underpass in Taiwan. In the other words, the maintenance management ways of the Pedestrian Underpass have not applied systematic technology tools to cope with operation problems even frequently cause incorrect decision making. Thus, building a suitable maintenance system for pedestrian underpass which has immediateness and effectiveness is the most important issue today. The study of construction of the pedestrian underpass maintenance management system mainly by collections of domestic and foreign literature , missing scene investigation, interview the current lack of maintenance and management mechanism to structure the system prototype, collection through literature, understand the current status of Bridge Management System and develop as a project of the system factor; Missing scene investigations all of the pedestrian underpass actual total of 56 deletion, all the missing amount and type to be categorized, and by statistical analysis of the construction project as a basis for system testing; Of on-site inspectors were, pedestrian underpasses and other competent authorities and the general public demand for the different roles of the system, the use of the system more user-friendly; Access 2010 with ASP.NET by gradually building system prototype; System prototype building is completed, through actual field tests and feedback correction system is missing. This study establishes a pedestrian underpass maintenance management system can provide the competent authority to use this system to detect the pedestrian underpass on-site work and the pedestrian underpass in timely fashion the basic information and historical data, using photo upload feature to upload and view and lack of access to historical photographs; The public can also make use of the system platform for the public informed of the feelings of the most vital to completing the pedestrian underpass missing, the system will automatically fill in the absence of the public record of the forwarding to the management unit, to achieve effective and timely implementation of the function of national supervisor. The system can provide historical data underpass each line inquiry function, including basic data, testing data, missing records, photos, and informed the public library, the competent authority to the database by such pedestrian underpass on the priority maintenance Presentation, etc. and funds in order to do a more accurate and effective decision-making.
