近來年,隨著環保意識抬頭與企業追求永續發展,而國內企業因與國際接軌度高,亦積極參與並投入社會責任活動之發展,並以能成為「綠色企業」為目標。 本研究以探討業界建構綠色供應商評估準則為出發點,考量傳統供應鏈之供應商評選準則,加入現階段業界對環境保護層面與社會責任層面等重視的議題,發展出一套綠色供應商評選準則架構,以評估綠色供應商之績效。本研究參考文獻滙整出德爾菲專家問卷,經多次專家意見回饋之結果,採用分析網路程序法(Analytic Network Process) 建構綠色供應商評選準則,並介紹Super Decisions軟體運算之結果。 ANP計算出之綠色供應商評選群體優序結果顯示出目前業界最重視的仍為品質層面要求(佔30%)、第二重視的為成本層面要求(佔18.3%),及第三項的全球提倡的環境層面要求(佔17.7%),由於此層面影響著企業的形象及生存,再加上政府的極力輔助,故多能因應。而準則中的社會責任層面要求(佔15%),由於時機尚未成熟,目前雖暫居第4項排序,但亦是全球投資人評估企業是否善盡社會責任的投資指標之一。故本研究建構綠色供應商評估準則及權重結果,以做為決策者評選綠色供應商時的參考分析依據。
With the awareness of environment protection and sustainable enterprises, domestic enterprises have been having a communication between the international, they are now positively involved in activities related to social responsibilities in order to reduce the resources exploitation and environment damage with the goal of “becoming a green enterprise.” This research is based on Green Suppliers Evaluation with the ultimate goal of meeting the European Union (EU) laws and regulations (WEEE/RoHS/EuP), and promotes the overall competition ability for enterprises in Green Supplier Chain in order to lower cost in supplier chain management, increase performance efficiency, and also provides a ethical preference for investors. This research will not only consider the Supplier Evaluation Criteria of traditional Supplier Chain, but also adds themes for discussion between the perspectives of Environmental Protection and Corporate Social Responsibility. Analytic Network Process is used to construct the survey of Green Suppliers Evaluation Criteria to evaluate the comparable importance in opposite and interdependent relationship between Criteria and sub-criteria. Moreover, the Super Decisions software is applied to calculate super matrix representation, and set up the weight calculation of Green Suppliers Evaluation Criteria with introducing specific cases. Eventually, this study sets forth result to the enterprises as a reference to evaluate and continually evaluate Green Suppliers. The priority green criteria from enterprises perspective calculated by ANP of are “Quality” (30%), “Cost” (18.3%), “Environment” (17.7%), and “Social Responsibility” (15%). Among these criteria, “Environment” influences enterprises’ image and survival competitiveness and due to the government’s assistance, most companies can apply this concept. In terms of “Social Responsibility”, it is a landmark for investors and is becoming more and more important nowadays. Therefore, this study sets up the criteria and weight for Green Supplier Chain Selection in order to provide a reference in evaluating suppliers.
