企業導入ISO 9001文件與紀錄管理之研究

摘要


企業組織營運過程的經營方針或各種作業的標準,常需要以文件方式記錄下來。這些文件包含品質手冊、程序書、工作指導書、研發技術的紀錄、生產的製造流程、教育訓練教材等等。目前企業組織對這些文件管理,經常面臨紀錄內容未即時更新、重複建立內容、遺失重要文件、以及未落實文件移轉交接的困擾。隨著企業組織發展,這些依標準規定而建立的程序文件將會愈來愈多,相關的知識文件諸如:實際經驗的累積、工作心得報告等,若沒有完整記錄以及有系統的保存下來,在員工離職、或退休之後將會產生斷層,並阻礙企業發展及降低經營效率,因此近年來文件管理漸漸受到企業組織重視。本論文針對已導入ISO 9001之企業組織蒐集相關資料進行研究,了解這些企業組織導入ISO 9001後之文件管理的執行狀況與成效,利用QC七大手法中柏拉圖與特性要因圖對問卷結果進行比較,並用SPSS軟體作信效度分析。研究結果顯示文件化是企業組織提升服務滿意度有效的方法,整理品管手法中之特性要因圖可得知其內涵,製造業者可藉由「文件管理」、「全員參與」、「市場擴大」及「標準條文認同」等構面中的關鍵因素,達到成功推行ISO9001品質管理系統。

The operating principles of enterprise organizations and all types of procedural standards often need to be documented. Those documents include quality manuals, procedural manuals, work instructions, technical research and development records, manufacturing processes and training materials. Currently enterprise organization often face contents that are not immediately updated, duplicate content, loss of important documents and the problem of file transfers falling through. Along with the development of company organizations, there will be increasing numbers of standardized rules and documents created per standard procedures and other related information files such as accumulated practical experience and work reports. If complete, systematic records are not preserved after employees leave, or after retirement, there will be production disruptions, hindering company development and reducing operational efficiency. Therefore in recent years document management has gradually gotten the attention of enterprise organizations. This article gathers information on organizations that have entered into ISO 9001 document management to carry out research, understand the status and effectiveness of document management after ISO 9001. It uses QC Seven tools in Plato and fishbone diagrams to compare the results of questionnaires and SPSS software to analyze reliability and validity. The research results show that conversion to documents is an effective way for a business organization to raise service satisfaction, and quality control practices in the fishbone diagram can reveal content. Manufacturers can draw from "document management", "full participation," "market expansion," "recognition of standardized clauses" and other key factors to attain the successful implementation of an ISO 9001 quality management system.
