二維條碼技術應用於道路照明設施檢修通報及維護管理之研究

摘要


現行道路照明設施檢修在各縣市政府機關各有所不同之通報方式,除了有專責機關進行定期的派工巡檢維護作業,此外也開放民眾利用撥打「市民電話」或網路「市容查報」填表方式進行「隨報隨修」之通報。目前「隨報隨修」之通報方式,需由民眾提供資訊情報,在等待處理過程中時常延誤不少時間,假使民眾通報所提供之路燈位置資訊描述有誤,亦會使巡檢單位人力與時間之浪費,降低處理通報案件之效率;此外,目前管理作業尚未資訊化,以致於修復人員在處理案件後,尚需填單回報管理人員,來回重複的作業程序同樣會造成管理效率不佳之狀況。根據資策會調查統計台灣2010年第二季手機開通行動上網功能之用戶數持續成長為1,866萬戶,行動上網成長主力3G數據用戶較上一季成長3.7%,占總體82.3%,台灣民眾普遍已用具3G功能的手機行動上網。基於上述理由,本研究整合二維條碼辨識技術(two-dimensional barcode system)於設施檢修通報及維護管理資訊系統建置之規劃,應用二維條碼技術減少路燈檢修通報作業流程為目的,建構一套設施檢修通報控管資訊系統,本研究將於路燈燈桿上貼覆二維條碼標籤,提供民眾通報故障之路燈與維修人員修復之回報。最後本研究將透過實際案例的驗證,分析系統可能遭遇之困難與問題,作為後續研究實際應用之參考。

The existing road illumination maintenance operation have many different ways. In addition to a dedicated agency to send workers to conduct regular maintenance inspection, also open to the public use of call 1999 or through the internet, current practices information required by the public to provide, often waiting for processing a lot of time to delay, if the public informed of the location information provided by the description of the wrong, will be able waste of human resources and time, reduce the efficiency of dealing with reported cases. In addition, management operations not have information technology, after the repair personnel to deal with cases, have to fills in the list to management, back and forth redundant in the operating procedures will also cause the condition of poor management efficiency. According to statistics mobile phone internet users growth 3.7% over the previous quarter in Taiwan, based on the reasons above, 2D barcode system is integrated in this study to develop an approach of maintenance management in construction, the goal of this study is to apply 2D barcode system to diminish the maintenance notification processes, the study will be posted on street poles covered two-dimensional bar code labels, failure to provide the public informed of street repair and maintenance personnel return, managers can handle the latest status information on through the system, so as to increase the manage efficiency. Lastly this research will be conducted into cases and analyze the problems that the system may enter count, and then take them as the references to the subsequent application.
