醫療器材之風險管理-以「可調式金屬手杖」為例

摘要


我國正邁向高齡化的社會,老年人口的增加帶動了健康照護相關產品的需求迅速成長及相關產業蓬勃發展,根據經濟部工業局2012年的生技產業白皮書所載,醫療器材在我國生技相關產品中所佔的比重最高且逐年增加,其中又以居家消費性產品為主。風險管理為產品安全審核的關鍵程序之一,目前我國關於醫療器材所使用之風險管理法規係以ISO 14971:2003為主,本研究將說明新版之ISO 14971:2009條文內容,並比較此法規在2003、2007及2009年之重點差異,最後,以可調式金屬手杖產品為例,說明醫療器材風險管理之完整程序。在風險分析階段本研究結合使用FMEA與ANP兩種方法,以找出可調式金屬手杖之潛在性風險危害因子,其中FMEA將潛在失效模式、潛在失效原因及失效模式導致的影響三構面對應至發生度、嚴重度及難檢度進行評比,再利用FMEA三個構面建立起ANP架構進行評比,最後,挑選出需要進行風險控制的因子,經改善後再次進行分析,以確保RPN值落在可接受範圍內,並將所有結果記錄於風險管理報告中,本研究之可調式金屬手杖產品醫療器材風險管理範例,可供我國醫療器材相關業者做為實施ISO 14971:2009之參考。

Our country is heading into an aging society, the increment of the of old people led to healthily care product and related industry are quickly development, according to industrial development bureau ministry of economic affairs in 2012 carry the Biotechnology lndustry in Taiwan, the medical devices in our biotech related products and the highest proportion increases every year, among which home-based consumer products.The risk management examines for the product security is one of the key procedures, currently our country concerning the risk management laws used by medical devices with ISO 14971:2003, this research will explain new version of ISO 14971:2009, and compare the laws in 2003, 2007 and 2009 years of point difference, finally, use the adjustable metal walking stick as an example, explain the complete risk management procedure of medical devices.In the risk analysis phase of this study is combined with FMEA and ANP to find out risk hazard factors in potential adjustable metal walking stick, among the FMEA ,use the potential failure mode, potential causes and potential effects of failure to corresponding three aspect of the occurrence, severity and detection, then, use to establish ANP structure to evaluation the result, finally, choose the factor that needs to carry on a risk control, the improved again after analysis to ensure RPN value within an acceptable range, and all result is need records in the risk management file, the adjustable metal walking stick product risk management example of this research, can be provided as medical devices industry as a relevant reference to carry out of ISO 14971:2009.
