臺灣地區污水下水道建設績效指標合宜性之研究

摘要


污水下水道為現代化都市必備的公共設施,普及程度攸關環境衛生、生活品質及水域水質,政府自1988年起即已開始推動臺灣地區污水下水道建設,至今已執行4期之污水下水道建設計畫,惟建設績效屢遭質疑造假、失真。另瑞士洛桑管理學院引用臺灣地區公共污水下水道用戶接管普及率參與國家競爭力細項指標「污水處理率」之評比,名次始終落後,已為評比之弱勢項目。 本研究以內政部營建署公布之污水下水道普及率及整體污水處理率為背景,藉由國內、外污水下水道相關法規、發展歷程及人口成長趨勢等資料、文獻收集、彙整,分析績效之計算方式中各項因子之定義、合宜性,及探討目前之衡量指標與國家競爭力評比指標之基準,再以人口數、戶數及污水處理廠處理水量等不同基準重新計算,並建議新的計算方式及衡量指標。 依研究結果,有鑒於績效指標須全國統一及適用,並考量數據資料應正確率高、取得容易、統計過程簡單及與世界接軌等原則,建議以「人口數」為計算基準,以「污水處理率」為污水下水道建設績效指標,其值為污水處理服務人口數與總人口數之比值,除可避免因分子採用門牌戶數而分母採用戶籍戶數而須作兩者間轉換,及普及率、處理率超過100%之窘境外,並可以世界各國同等之基準參與國家競爭力評比。經重新計算,除連江縣外,大部分縣市之普及率及處理率均呈下降狀況,修正之初須對績效變動詳予說明,以免各界對污水下水道建設及政府施政績效再度產生誤解。另因污水下水道及建築物污水處理設施於政府機關分屬不同單位管理,其施作成果登錄有無重覆或遺漏,亦影響普及率及處理率之正確性,仍須由政府加強登錄作業之管理,以真實呈現污水處理績效。

The sewage system is the essential public facilities in modern city. The level of prevalence is connected with environmental sanitation, quality of life and water quality. Our government started to build sewage system in Taiwan area since 1988, that has performed construction projects among four mid term and long term of sewage systems, but the performance have been repeatedly questioned fraud or distortion. Besides, the served rate of public sanitary sewer in Taiwan area is behind most of countries in the competition index made by the Institute for Management Development, Lausanne, Swiss. This research is based on the statistics of the sewage treatment rate that was published by the Construction and Planning Agency Ministry of the Interior , to collect and sort references, to analyze each factor’s definition and decency in calculation method of results, and to investigate the current basic standard of performance indicators and country competition evaluation by means of domestic and international sewage related regulations, development progress and population growth tendency, then again according to the difference basic standard , for example population, household and sewage treatment amount to recalculate and to suggest new methods of calculation and new performance indicators. According to the results of this research and in view of national unity and applicability that performance indicators needed and the principles of that the data need to be high accuracy, easy to obtain, simple process of statistics and evaluated by the same international standard, we suggest to use “population” to be the basic calculation standard, and to use “sewage treatment rate” to be the indicator of sewerage construction performance,which is the ratio of population that sewerage treatment serve to the total population. This method can not only prevent to swap the numerator, the number of doorplate, and the denominator, the number of census, and can prevent the dilemma of the prevalence rate and treatment rate that are more than 100%, but also can participate the evaluation of country competition by the same basic standard as the world. After recalculation, beside the Lienchiang county, the prevalence rate and treatment rate in most of cities appear both decline, only Lienchiang county appear increase. In order to prevent misunderstand to the sewage construction and government’s performance, it’s necessary to have detail explanation in public at the beginning of correction about performance changes. In addition, due to sewerage construction and building's sewage facilities are administered by different department in our government, the repeat or omission in login also effect the accuracy of prevalence rate and treatment rate, our government need to strengthen the administration in login process in order to appear true performance of sewage treatment.
