台灣區域性溫室氣體評估與減量措施之探討-以B 市為例

摘要


近年來溫室效應與氣候變遷等議題不斷竄出,包含二氧化碳在內等六項溫室效應氣體,由於含量日增,不僅會加速破壞大氣自動調節地球溫度之能力,使地球的溫度不斷上升,二氧化碳濃度之增加,亦會造成如乾旱、水災等環境生態結構之改變,進而危害到人類的生存。 因人類活動破壞地球的平衡,氣候變化政府互動小組(Intergovernmental Panel on Climate Change,IPCC)警告氣候變化將會產生嚴重的潛在危機,國際間開始進行氣候變遷之討論,使「聯合國氣候變化綱要公約」和具有約束力的「京都議定書」能夠問世,同時也訂定了各國的減量目標,期未來能達到目的。而節能減碳亦成為我國政府重要施政,透過「全國能源會議」、訂定「溫室氣體減量法」和「產業節約能源與二氧化碳減量自願協議書」等各方面之共同合作,利用政府的公權力、產業的減量技術及提升民眾節能減碳之觀念,亦能達到未來之減量目標。 利用IPCC 提供之溫室氣體計算方法,來評估B 市2006 年至2008 年溫室氣體的排放情形,推估結果為2006 年溫室氣體總排放量為2.81 百萬公噸、2007年為2.80 百萬公噸和2008 年為2.79 百萬公噸。以部門做分類,排放源以能源部門為最大宗,其餘為工業製程部門、廢棄物部門和農業部門,2006 年至2008 年B市二氧化碳排放量平均約為2.8 百萬公噸/年,人均值則約為7.18 公噸/人•年。 利用減量措施評分指標之量化,並考量B 市政府、產業與民眾配合度等因素,選定五項減量措施作為溫室氣體之減量行動,以2008 為基準年,推估2010年與2015 年實施各措施之減量成效,提供公部門、業界等作為實行節能減碳之措施,期台灣亦能為防止全球暖化之擴大盡一份心力。

Saving energy and carbon reduction has become an important policy of my Government, through the "National Energy Conference", setting a "Greenhouse gas reduction" and ""Industrial energy conservation voluntary agreement with the carbon dioxide reduction," and so on each side of joint cooperation, access to public power , industry, technology and reduction of carbon reduction to enhance the concept of the public, also reached the future reduction targets. Take advantage of the IPCC GHG calculation methods to evaluate B City 2006-2008 greenhouse gas emission scenario, the estimation of the results for the 2006 total GHG emissions in 2.8 1million tonnes, 2007 total GHG emissions in 2.80million tonnes and in 2008 as 2.79 million tonnes. Sector classification, emission sources in the energy sector is the largest, the rest of the process for industrial sectors, the waste sector and agricultural sectors, 2006-2008 B City average CO2 emissions of about 2.8 Mt/year, the per capita value is about 7.18 tonnes/person/year. Scores of using quantitative reduction measures, and considering the B municipalities, industries and people with degrees and other factors, selected five of greenhouse gas reduction measures as a reduction operation to 2008 as the base year, 2010 and 2015, estimated implementation of the measures The reduction results, providing the public sector, industry, etc. as the implementation of carbon reduction measures to prevent global warming in Taiwan can also make a contribution to the expansion.
