Space	"AND" indicates the intertwining of key terms used in a search
Double Quotation Marks ("") ( " " )	Double quotation marks indicate the beginning and end of a phrase, and the search will only include terms that appear in the same order of those within the quotations. Example: "image process" ： " image process "

Using DOI as a persistent link

To create a persistent link, add「http://dx.doi.org/」「 http://dx.doi.org/ 」 before a DOI.
For instance, if the DOI of an article is 10.5297/ser.1201.002 , you can link persistently to the article by entering the following link in your browser: http://dx.doi.org/ 10.5297/ser.1201.002 。
The DOI link will always direct you to the most updated article page no matter how the publisher changes the document's position, avoiding errors when engaging in important research.

Cite a document with DOI

As found in the “Report of Global Economic and Commercial Environment 2009” by World Bank (WB), it has noted that the we have ranked at 61 in position among 181 countries in the world among indicators of economic and commercial con easiness. Of those 10 item evaluation indicators, “Building permit” ranks 127 in position among 181 countries (29 items of procedures, 193 days), showing that the indicator of our country is not only lengthy but also complicated. Therefore, the Ministry of the Interior has carried out two items of reform projects in view focused of the part regarding the indicator of building permit: 1. it is planning to conduct evaluation and the result is to be announced with regard to efficiency of permit issuance by local government; 2. it is planning to realize the separation of administration and technical, and to set up joint review by experts so as to resolve the problem of manpower shortage in area of local construction and management.  
Taipei City Government has, since October of 2008, entrusted the screening of building permit to Taipei Architects Association to hold. After the joint reviewing system is implemented, it has, indeed, reduced much time to issue building permit. However, the mechanism of joint review and the procedure and stage of the competent authority dealing with administrative report and inspection with regard to joint review remain cumbersome, with much room for improvement.  
This study has resorted to theory of heuristic structure as its operation method to investigate issuing mechanism of Building permit overseas and domestic, supplemented by literature review, case study, expert interview, and expert questionnaire to look into the issuing mechanism of building permit as well as the effect and problems created by the joint review system entrusted for building permit by Taipei City. As such, it can then put forth substantial approach of strategy improvement with regard to the issuance of Building permit. 
1.	Realize the system of administration and technical separation. 
2.	Resort to certification and filing system by architect. 
3.	Comprehensive and standard operation procedure (combination of procedures and time-efficiency control). 
4.	Work to commission private sector in dealing with “review business of architecture” in place of “random inspection mechanism of building permit.” 
5.	Reduce time factors that would affect the issuance of construction permit. 
6.	Enhance the organization structure and reduce hierarchical levels. 
7.	7.	Optimization administrative personnel specialized ability.
 To facilitate itself as reference for making improvement to efficiency and issuance mechanism of building permit.
