產品類別規則(PCR)係依據ISO14025:2006定義標準而來,是為創建第III型環境產品聲明(EPD)的必須要素。 PCR中提供特定產品類別的規則、要求、和對於產品全生命週期環境數據之計算與報告提供指引 國際上各個國家所制定的產品類別規則,其訂定程序以及彼此所依據的計算規則之間差異性,導致依據這些產品類別規則計算出來的產品與服務的環境績效之間難以做出比較,造成基於生命週期評估的產品訴求在市場上的應用程度降低,進而降低產品訴求之可信度,亦不利於國際之間產品的相互承認。本研究以台灣政府所制定之產品別規則制訂規範「碳足跡產品類別規則訂定指引」以及「碳足跡產品類別規則範本」為研究對象,依據國際聯合組織所制訂之「產品類別規則發展指導文件」之中對於PCR訂定流程與PCR應具備之元素的說明,對我國產品別規則制訂規範進行分析,並找出其中不足的部分,篩選出26項適合於我國產品別規則制訂規範的修訂項目,並且透過模糊德爾菲專家問卷進行調查,最終確立了符合我國國情並且適用於我國現行制度的修訂方式以及23項修訂項目,希望藉由此一作法拓展我國產品類別規則與國際上現行的產品類別規則之可比較性,並且為未來我國政府可能推行之國際間產品相互承認打下基礎。
Product Category Rules (PCRs) as defined in the ISO 14025: 2006 standard, are a requirement for the creation of Type III Environmental Product Declarations (EPDs). PCRs provide product category specific rules, requirements, and guidelines for calculating and reporting environmental data across the full life cycle of a product. PCRs have been established in various countries internationally; however, differences can be found regarding their calculation rules and procedures. These discrepencies make comparisons of evaluation results difficult. In addition, non-standardized PCRs will also cause lower credibility and applicability of products declaration. It is also not conducive to mutual recognition between products internationally. In this study, the Guidance of Product Category Rules, published in 2013 by the Product Category Rule Guidance Development Initiative, was adopted for helping to revise Taiwan’s “Carbon Footprint Product Category Rules Guidelines” and “Carbon Footprint Product Category Rules Template”. Based on the contents of Guidance of Product Category Rules, 26 items were initially identified to be suitable for revision for Taiwan’s documents. And after conducting the Fuzzy Delphi Method and expert questionnaire, 23 revision items were confirmed and finalized. The results of this study can assist in increasing comparability among Taiwan’s PCRS and bridging the gap between Taiwanese and international product declarations in the future.
