廢電子電器設備回收管理與效益之研究

A Study of Waste Electrical and Electronic Equipment (WEEE) Recycling Management and Effectiveness

摘要


隨著人類生活品質提升及科技發展日益月薪,導致電子電器設備產品替換率提高,促使廢電子電器設備物品衍生廢棄量迅速增加,若廢棄物品未經處理隨意丟棄,將會造成人類環境嚴重污染問題,反之,若廢棄產品若接受妥善處理,則可達至資源永續利用與經濟永續發展。 本研究透過數據蒐集法及文獻蒐集法,針對國內公告應回收廢電子電器物品及廢資訊物品進行現況產出情形分析及物品資源化處理效益分析,評析回收管理及提出管理建議措施,以建構廢電子電器設備物料系統,並針對國內非公告應回收廢電子電器設備物品篩選兩項物品,以進行拆解作業及資源化效益分析。 依據研究分析結果,各項廢電子電器設備物品之資源化效益,分別為廢CRT電視機99.85元/台、LCD電視機188.03元/台、廢電冰箱478.52元/台、廢洗衣機303.60元/台、廢冷暖氣機1052.63元/台、廢電風扇50.54元/台、廢主機109.88元/台、廢CRT監視器112.17元/台、廢LCD監視器72.73元/台、廢印表機為38.24元/台、廢筆記型電腦17.83元/台、廢鍵盤13.36元/台,年度廢電子電器設備物品資源化總效益約為127,078萬元之產值,本研究篩選出兩項廢物品之資源化效益,分別為廢收錄放音機32.45元/台及廢影音光碟機56.96元/台。本研究建構廢電子電器設備物料系統,以搖籃到搖籃之理念,將製造者、消費者、回收處理業者、再利用機構及政府單位鍵結,建立完善之回收系統,除創造產業多元營運方式及提升產業價值。

As living quality improves and technologies progress day by day, the substitution rate for electrical and electronic equipment increases, which results in the rapid raise of the amount of waste electrical and electronic equipment (WEEE). If waste is inappropriately disposed, it can lead to serious pollution in human environment while the resource and economy can be sustainable with waste products processed properly. Through data collection and literature review, this study analyzed the current output and effectiveness of resource recovery from waste for waste electrical and electronic equipment and waste mandatory for recycling in Taiwan and waste information technology products, evaluated their recycling management and suggested some management measures for the set up of a materiel system for waste electrical and electronic equipment. We analyzed the disassembling procedure and effectiveness of resource recovery from waste for two selected products outside the mandatory recycling list for waste electrical and electronic equipment. Our results indicated that the effectiveness for waste electrical and electronic equipment is: NTD 99.85 per waste CRT TV, NTD 188.03 per LCD TV, NTD 478.52 per waste refrigerator, NTD 303.60 per washing machine, NTD 1052.63 per waste air conditioner or heater, NTD 50.54 per waste electronic fan, NTD 109.88 per waste desktop computer, NTD 112.17 per waste CRT monitor, NTD 72.73 per waste LCD monitor, NTD 38.24 per waste printer, NTD 17.83 per waste notebook, and NTD 13.36 per waste keyboard. The effectiveness of resource recovery from waste electrical and electronic equipment was totally approximately 1.27078 billion. The effectiveness of resource recovery for the tow selected products is NTD 32.45 per waste recorder and NTD 56.96 per waste DVD player. This study set up a material system for waste electric appliance and equipment based on the concept, “from cradle to cradle,” to connect manufacturers, consumers, and the recycling industry. Related institutions and government departments were also included in this complete recycling system in order to create multiple industry operation procedures and to enhance industry value.
