稀土元素物質流佈與資源化潛力分析之研究-廢照明光源為例

摘要


稀土元素有「21世紀工業維生素」的美譽,廣泛應用於新興科技與綠能相關產業,為我國兩兆、綠能與振興傳統產業所需的重要原物料。 本研究採用文獻分析法及物質流分析觀點,並利用產品產值計算方式,計算廢照明光源稀土元素資源化產值。我國於稀土元素資源化戰略儲備發展優勢為具有成熟之再生處理技術、回收處理管道多元化;劣勢為缺乏天然資源,在國際外交空間有待突破,礦產與稀土研發人才有待強化。行政院環保署「事業廢棄物管制系統」、財政部關稅總局查詢系統結果為依據,針對台灣廢照明光源產業之稀土資源進行物質流佈調查推估,2011年台灣日光燈之稀土元素進口量為9,323.61公斤,出口量為7,277.02公斤,廢棄量為100,325.25公斤,境內回收處理部分為58,625.08公斤,未進入回收處理系統41,700.17公斤。2011年台灣LED之YAG螢光粉進口量為15,277.902公斤,出口量為30,527.922公斤,製造過程中使用量為627,515公斤,境內處理量為48,574公斤,境外處理為14,178公斤。廢照明光源稀土元素資源化產值推估,台灣日光燈資源化產值為9.74億台幣/年;台灣LED之YAG螢光粉資源化產值為27.40億台幣/年。

With the reputation of "vitamins" of industry in the 21st century, rare earth elements are widely used in industries related to new technologies and green energy, serving as the curtail raw materials for our green energy industry with the industrial output value of two trillion. This study reviewed literatures and applied the material flow perspective to calculate the output value for rare earth elements recovery from waste based on the calculation for product output value. Taiwan’s strength in strategic reserve of rare earth elements from resource recovery from waste lies in our mature processing technologies, multiple recycling channels while our weakness is the lack of natural resources, diplomatic hardship in the international community, insufficiency in professionals in the fields of mining and rare earth research, and restriction from environmental protection regulations. Based on data from Industrial Waste Report and Management System of Environmental Protection Administration, Executive Yuan and the search system of Customs Administration Ministry of Finance, this study estimated the material flow for rare earth resource in Taiwan’s waste lighting source industry. For tube light in 2011, Taiwan imported 9,323.61 Kg, exported 7,277.02 Kg and rare earth elements with approximately 79,223.13 Kg distributed in the market, 100,325.25 Kg disposed, 58.625.08 Kg recycled domestically and 41,700.17 Kg outside the recycling system。For LED YAG phosphors particles in 2011,Taiwan imported around 15,277,902 Kg, exported 30,527,922 Kg, used 627,515 Kg of rare earth elements with 353,121 Kg distributed in the market, 62,752 Kg disposed, 48,574 Kg processed domestically, and 14,178 Kg processed overseas. Our output value estimation for rare earth elements recovery from waste lighting source in Taiwan is 974 million per year, and the estimated output value for resource recovery from waste for LED YAG phosphors particles is 2740million per year.
