營建工程關鍵鏈進度管理方法之研究

摘要

營建專案的進度管理技術以要徑法或計劃評核術使用最為廣泛，一般專案人員運用CPM/PERT排程技術進行專案排程時，經常忽略了資源有限的問題，此與專案實際之情況不符，且專案人員常為了保護專案能夠順利完成而在作業時間中加入大量的安全時間，然而工程延遲在國內外工程仍經常發生，其所加入之安全時間並沒有發揮預期的作用，說明了CPM/PERT排程管理技術並未達到期盼的效用。Goldratt博士（1997）說明專案作業加入的安全時間被浪費掉，主要是專案人員的不良工作行為所致，並提出關鍵鏈時程管理技術，從專案的實際面探討，解決專案在實際執行時常發生的問題。
關鍵鏈排程技術改善傳統時程規劃問題以及安全時間的有效再利用，目前在工業工程及製造業的製程管理領域已見有許多應用成功的案例，但關鍵鏈排程法是否適用於營建工程專案，值得詳加探討。且過去研究關鍵鏈演算模式中關於緩衝時間之計算，並未考量作業的差異，較常見的是Goldratt博士提出的50％通則定理計算方式，其緩衝時間之計算方式並無法直接適用於營造工程之特性，應用關鍵鏈排程法於營建專案之緩衝時間計算仍有待進一步的探討。
本研究運用關鍵鏈排程法導入一實際營建工程專案進行排程，並改善一般關鍵鏈計算緩衝時間各作業皆採用統一比例計算的方式，建立改良式關鍵鏈排程方法，最後探討比較改良式關鍵鏈與傳統排程法之差異。本研究建立之改良式關鍵鏈法，較一般關鍵鏈排程法更能符合實務專案情況，提升專案執行績效，也提供未來產業導入改良式關鍵鏈排程技術於工程進度管理之參考。

In 1997, Dr. Goldratt proposed a new technique of schedule management of Critical Chain based on the Theory of Constraints. The concept of critical chain scheduling method is to improve traditional scheduling technology problems. There are many successful cases in industrial engineering and manufacturing process management applications. But whether the critical chain scheduling method is applicable to the construction scheduling or not, needs to be further explored. The objectives of this study are to identify how Critical Chain technology can improve construction scheduling and to propose an improvement of critical chain algorithm. Finally, a case study will be illustrated to verify the benefits of improvement critical chain algorithm.
