Objective.
According to the statistics, the utility rate of medical expenses in end of life must be rising in Taiwan. Due to the aging population, it is bound to cost a lot in health insurance. Study also indicates that Palliative Hospice Care can reduce medical expenses of people’s dying breath. Since 2009, Palliative Hospice Care has expanded their service in order to raise the utility rate of their resources and reduce medical expenses in health insurance, especially for patients who had cancer or was seriously at the point of death. However, Ministry of Health and Welfare has revealed that although Palliative Hospice Care has been set into action for many years, the effect achieves little.
Methods.
Therefore, the research will trace back to Large Health Insurance Dataset of 2000 from 2002 to 2011 of National Health Insurance Research Database. It will follow the trail of those who are among the ten leading causes of death and how much they have paid. Additionally, it not only probes into the effect of Palliative Hospice Care Policy but also analyzes the relation between gender, ages, body count, sum insured, diseases, levels and types of hospital in that period of time. Last but not least, this research will make use of Test of Homogeneity, Cross Analysis and Regression Analysis to detect and discuss major factors in Hospice Care and Non-Hospice Care patients.
Results
Use palliative hospice care can be reduced by 80% of the medical costs; palliative hospice care resources concentrated in medical centers and regional hospitals and counties significant difference in usage; high medical costs for patients across multiple hospital acts; hospitals with religious property hospice usage rate; the ratio of dying cancer patients, airway and lung disease, and heart disease is high, but no one of the three diseases in patients with peaceful utilization is relatively high. The research result will be able to provide reference to draw up for medical insurance policy or governor in the hospital.
