應用分析層級程序法(AHP)於低放射性廢料最終處置場址評選之研究

摘要


低放射性廢料的處置已成為國人注目的焦點,更攸關核能四廠存廢的重要關鍵。妥善處置低放射性廢料與人類生活環境隔離,才能符合安全乾淨的核能運用宗旨。由於興建最終處置場需要有適當的場址,而場址選擇所需考慮的因素十分複雜且牽涉到許多不同的領域,如自然條件、環境影響以及社會經濟層面等多項定性與定量的評估準則。因此,如何建立一套適用的評估模式,以達到評選時的客觀性與可行性,乃為本研究之重要目的。本研究應用多準則評估方法中之分析層級程序法(Analytic Hierarchy Process, AHP)為分析工具並由學者專家組成評選小組,首先利用德爾菲法(Delphi Method)問卷建立評估準則及層級架構,再經由學者專家之群體決策方式獲得成對比較矩陣,應用AHP軟體Expert Choice進行計算與一致性檢定及敏感度分析,並獲得評估準則及評選方案之整體相對優勢權重值,進而選出最佳候選場址方案之優先順序,以提供決策單位參考比較。研究結果顯示,以AHP模式做為場址評選是可行的方法,在參考實際狀況模擬出五個評選方案中,以方案D之權重值0.315最高,方案E權重值0.242次之,兩者皆位於離島,建議場址之選擇應以離島為優先考慮,在評估準則排序中以民眾安全、社區溝通、居民接受分居前三名,顯示決策單位必須要做好安全保障及加強與民眾的溝通,才是場址選擇成功的關鍵。

The final disposal of low level radioactive waste becomes an important issue for people in Taiwan and it is also a key factor for the construction of the 4th Nuclear Power Plant. To properly dispose of low level radioactive waste and to isolate the waste from our living environment will meet the safe and clean requirements in using nuclear energy. Before constructing a final disposal site, a proper site must be selected carefully. There are many complicated factors in selecting a site. These factors involves such as natural conditions, environmental impact, social and economical considerations, etc. with both qualitative and quantitative properties that are mixed in the evaluation criteria. The AHP (Analytic Hierarchy Process) provides an approach to establish a set of useful evaluation model to achieve neutrality and feasibility during evaluation process. This study uses the AHP as an analytical tool to facilitate the group’s decision making from a team with scholars and experts. First of all, the questionnaires of Delphi method were used to establish evaluation criteria and to form a hierarchical structure. Then, through the integration of scholars and experts’ decisions, a pairwise comparison matrix was obtained. By using the AHP software, Expert Choice, which can perform calculations, consistency test, and sensitivity analysis. Finally, a rank of the site alternatives was selected according to priorities. In simulating five sites case study, case D has the highest priority of 0.315 and followed by case E with a priority of 0.242. Both cases are offshore islands as suggested. It was suggested that a site selection should have offshore islands considered first. Among the evaluation criteria the public safety, community communication, and resident acceptance are three most important critical criteria. It indicates that a decision-making authority must provide the safety assurance and communication with the public in order to make a successful site selection.
