運用SCOR模式建構教學策略及管理流程

摘要


本研究嘗試探討大學系所在規劃教學流程時,在整合教學活動及行政流程所衍生之諸多問題,故提一系統之方法論期以輔助大學系所進行教學流程之分析與設計。本方法論以1996年供應鏈協會 ( Supply Chain Council , SCC ) 所發展之供應鏈參考模式( Supply Chain Operations Reference Model, SCOR Model ) 為流程設計之基礎,具體論述應用SCOR之方法,同時以設計一系所之教學流程為案例,進行方法論之驗證。 在方法論架構之設計上,共區分為三階段。第一階段「以SCOR模式分析學校教學流程」,目的在提出一套協助學校系所瞭解其整合教學資源及流程架構之方法。第二階段「運用平衡計分卡、品質機能展開及SWOT分析法等品管觀念及技術分析教學策略」,目的在提出一套協助學校系所分析系所本身能力之優缺點以及外在環境的機會、競爭威脅,學生以及學生家長之期待,學校系所在教學績效指標之設定。第三階段「以設計一整合之教學資源規劃資料庫」以協助在規劃課程設計、教學資源等教學流程。 我們常常在規劃一個組織的流程時,常會關心如何能夠凸顯衡量組織的績效,尤其是針對向學校教育這樣的一個流程,由於這樣的流程很難用一個客觀的產出指標來衡量系所的教學策略、資源分配是否適當,藉由整合SCOR、BSC、QFD及SWOT等品管技術,我們可以建構一個有效率以及能明確分析教學策略之管理模式。

This research endeavors to explore the various problems derived from integrating teaching activities and administrative processes when planning teaching processes at universities. Hence this research offers a series of approaches to assist universities in the analysis and design of teaching processes. This approach uses the Supply Chain Operations Reference Model (“SCOR Model”) developed by the Supply Chain Council (“SCC”) in 1996 as the foundation of process design to concretely illustrate the method of SCOR application while using a teaching process design of a specific school to verify the methodology. The design of the methodology framework is divided into three stages. The first stage uses the SCOR Model to analyze a school’s teaching process with the purpose of offering a setoff approaches for schools to understand the integrated teaching resources and the process framework. The second stage utilizes the balanced score card and quality function deployment, SWOT analysis and other quality control concepts and technical analysis teaching strategies with the purpose of assisting schools in setting up teaching performance indicators through analysis of the school’s own strength and weaknesses, opportunities and competitive threats presented by the external environment, and the expectations of students and their parents. The third stage assists in the teaching process of planning course design and teaching resources by designing a single integrated teaching resource planning database. We are often concerned with how to manifest and measure an organization’s performance when planning courses for an organization, particularly when dealing with the process of school education, because it is difficult to measure the appropriateness of a school’s teaching strategy and resource allocation using an objective output indicator. By integrating various quality control techniques such as SCOR, BSC, QFD and SWOT, we can construct a management model that is efficient and capable of clearly analyzing a school’s teaching strategies.
