上海高級住宅市場之前景分析與探討

摘要


在中國歷史上,上海市曾經是整個中國經濟及房地產市場極為發達的城市。1949年後整個大中國進入社會主義的經濟計劃管理的體制下,上海的住宅市場便沈寂萎縮了近三、四十年,當時把住房當作一種福利,由國家統一控制、統一建設、統一分配和近乎無償使用,使人民住房生產的正常結構遭到破壞,再投入困難。 1978年,上海人平均居住面積僅為4.5平方米(不到台灣坪1.5坪)。住房問題成為上海市的第一大社會問題。 本研究者在探討上海市在1980年起中國大陸開始推動經濟改革及對外開放的整體政策下,中國房地產的發展歷程與階段,特別是上海市在近年因經濟快速成長,大力建設基礎工程以及外資企業急速帶動住宅需求下,上海市房地產的發展從幾乎是零的環境漸漸復甦,甚至在高級住宅的價格上,超越台北地價,有關其成長的原因及前景分析與探討作一深入研析。 當兩岸交流人民互動頻繁之際,台灣人士已多在上海投資、就業、購屋、置產時,必需對如何選擇購屋區位、環境、房地產法規等,具備充分的認知與瞭解,因此本研究針對上海高級住宅市場的形成,做一整理分析,以供明瞭投資上海高級住宅的相關方式與作法。

Shanghai used to be one of China’s well-developed cities in the economic and real estate market in the history. Shortly after the new government was founded in 1949, almost all of China’s private or individual-owned farms were collectivized into large communes. Shanghai’s real estate market was nearly extinguished for almost 40 years. At that time, housing was part of the whole welfare system and was arranged, controlled and allotted by the government. The structure of housing and production system was destroyed because of its free using policy and it has made the reinvestment more difficult. In 1978, the average living space for one inhabitant in Shanghai was 4.5 square meters (less than 1.5 pings). Therefore, housing had become the biggest social problem in Shanghai. This study is to probe into the progress of China’s real estate development in late 1970s when it opened-up the market and implemented economic reform. Lately, Shanghai’s real estate market recovered from zero gradually because of the rapid economic growth, basic industry development as well as foreign investment. The price of the exclusive houses in Shanghai has already overtaken the price in Taipei. This study will analyze the reason of the growth of Shanghai’s real estate market and discuss its prospects. The interaction of cross-Strait becomes very active and more and more Taiwanese went to Shanghai to invest, work or live. Therefore, it is getting more and more important to have the complete understanding of the environment, location and regulations for house purchase. This study will analyze the formation of Shanghai’s exclusive house market to help foreign-based real estate practitioners understand China’s real estate market better.
