如何提昇環保工作效率的大進化 ? 因應『國際綠色供應鍊』潮流趨勢之下,台灣電子電機產品輸出至歐盟,都必須符合歐盟公告三大環保指令,RoHS、WEEE、 EuP。因此將對製造商造成極大的影響,過去層出不窮的產品環保問題,現在則轉由Reduce(減量)、Reuse(再利用)、Recovery(回收)、Recycle(再生)等策略來要求企業擔負生產製造的責任。基於以上研究背景與動機,本研究所探討的是廠商假如要符合WEEE所訂定的規範,如何達成廢棄物減化並實現這些廢棄物的再利用、再使用和其他形式的回收的處理步驛,以減少廢棄物的產生,同時也改進操作人員的環保行為,並探討RFID建置在廢棄物品的監控上可能獲得的效益與可行性為何?並且依據現行法令對於供應商和回收商的環保要求為何,進而導入綠色設計落實綠色環保的概念。 本研究採行步驛是將歷年來相關文獻收集後架構成研究方向和目標,再比較現行廢棄物品的回收方式、回收商的作業流程及RFID在各組裝品構件上的功能,以供應鏈的順向查驗及逆向查驗理論,探討回收品的追蹤及監控效能;並以此為依據來說明達成綠色供應鏈管理體系結構的方式。另外採用「失效模式與效應分析」FMEA (Failure Mode & Effects Analysis)來發掘所造成的損失風險最大因素為何?並且再運用UML(統一塑模語言)流程圖,說明如何減化生產作業流程、運送物流作業流程、盤點作業流程、回收商作業流程。 經由本研究所獲得的結果顯示,(1)、清楚說明資源回收活動在RFID 技術應用之後獲得具體改善,並且提出最適切的作業流程方法。(2)、導入RFID 技術之生產製造單位、政府單位及回收商三方所能夠得到的效益。(3)、建構WEEE監控作業流程,讓企業用來評估並增加管理優勢,有助於企業競爭力和具有核心價值。
How to improve the efficiency of the macroevolution to promote the Green? In order to go with the stream of the International Green Action Plan. All the electronic and machinery products export from Taiwan to the European Union need to meet with the three major environmental protection instructions in: RoHS, WEEE, and EuP. These three major issues have a great impact on the manufacturers. In order to avoid the increasing product environment protection problems, the European Union has set for a law to request the enterprise to bear the same responsibility to improve the efficiency of the action plan by reduce, re-generate and recycle the waste materials during the productions. Due to those concerns, this thesis is going to discuss on: how can the manufactures to use their schemes to reduce and reuse the waste materials, how can they recycle and reuse those waste materials and at the same time to improve operators/workers’ green environments concepts to meet with the WEEE requirements. Furthermore, this thesis is going to take a look on what are the benefits can manufactures gain from during the working process under the RFID monitor, and what are the regulations required from the suppliers and recycling merchants on the environmental protection issues to perform and achieve the Green plan action. The study of this thesis is base on the past relevant literature on the recycling and reuses method to compare the current method on the recycling, and look at what are the merchants’ working procedures on the recycling and what are the befits and functions if their use RFID on the working procedures, base on the suppliers’ back and forth checking theory to discuss the efficiency of the monitors for the recycling; According to those studies to explain how can a merchant to create Green Management Policy or Systems. In addition, this thesis also carries out FMEA (Failure Mode & Effects Analysis) to bring out the major factors in the cost risk during the productions period. This thesis also use UML diagram to explain how to simplify the production procedures, consignment procedures, stocking procedures and the recycling procedures. According to what we discovery in this thesis, it shows that: 1. The RFID technique really provides the best method for the recycling procedures. 2. Since lead-in the RFID technique into the working procedures, the manufactures, government and the recycling merchants are all benefit from it. 3. To set up the WEEE monitor working procedures can help enterprise to reappraise their management skills, enhance to expand their ascendant manage power and become more competitively and valuable compares to their competitors.
