以PAS 2050標準探討產品碳足跡評估與查證之研究

摘要


由於全球科技的急遽發展和進步,人類的生活過程對環境的影響已遠超過其自然復元能力,造成自然環境污染、資源銳減、進而危及人類的世代永續發展。從聯合國於2009年12月哥本哈根所主導第十五次氣候變遷會議,由於已開發國家和開發中國家對減碳目標的意見有嚴重分岐,最終會議上無法形成具有法律效力的協議,但可確立的一件事是從科學角度來出發,大幅度減少全球碳排放量是必須的,並將全球氣候溫升控制在攝氏2度以下,並在公平的基礎上行動起來達成上述之基於科學研究的目標。 現今企業重視氣候變遷之議題,並且重視發展減緩氣候變遷的產品上,而產品碳足跡評估方式,已廣泛成為各國政府及企業界查證的工具,本研究是用PAS 2050產品碳足跡計算標準為基準,並與其他碳足跡評估方法進行比較,然後再以個案研究法的方式,先瞭解個案公司在產品碳足跡計算的結果,再透過第三者查證單位與個案公司在產品碳足跡查證過程中所遭遇問題的實務經驗,最終整理出相關研究對象在產品碳足跡導入與查證上所發現的問題與建議,來做為後續其他企業在導入產品碳足跡查證的參考。經本研究結果與發現,得到的結論如下: (1)產品碳足跡推動最重要的動機為提昇企業形象與滿足客戶要求 (2)企業應優先建立資料庫管理系統,可大幅提昇查證的效率 (3)為了減少查證時間與成本,PAS 2050查證方式以內部自行查證對企業最為有利的 (4)因應產品碳足跡揭露的相關風險,企業應提早儲備具有碳管理專業的人才

Due to technology development and progress was rapid in the world, human life change has affected our natural environment and exceed than it recovery capability, that result caused by natural environment pollution, resources downed sharply and then endangered human generation sustainable development. In Dec., 2009, the United Nations led by 15th climate change conference in Copenhagen, Due to the developed countries and developing countries are seriously diverged, although the end of this session can not form legally binding agreements,But there was one thing can be confirmed, that is from scientific point of view, the carbon emission must be reduction immediately and the vision of global climate temperature will control less than 2 degrees Celsius, and on an equitable basis of action to achieve these goals based on scientific research. Recently, a lot of enterprises have respected on this issue and start to develop can be reduce carbon emission the products, generally, the assessment methodology of product carbon footprint is based on concept of life cycle, and it have become a useful tool for achieved enterprises goal in the world, this sudy also applied PAS 2050 standard to evaluated process of product carbon footprint and compare with other standard through the case study method to understand identification unit of third party and domestic electron industry at product carbon footprint identification process in experience of finding issue, finally, summary of some key point provide other enterprise for reference. Through this conclusion that study a result is as below: (1)Most important motive of product carbon footprint is promoting enterprise image and satisfy customer requirement. (2)Built up a database management system for carbon management, it can increase efficiency of PAS 2050 assessment process. (3)The best of way is self verification for PAS 2050 identification way. (4)To cultivate a professional talents by early for carbon management
