國軍彈藥處理危安機制之探討

摘要


「彈藥」是武器性能是否得以發揮最重要的關鍵因素,絕大部份的彈藥,都因為內部裝填的化學物質,而具有爆炸的特性,正因為這個會爆炸的特性,往往造成了存儲、使用及處理時的危險,因此彈藥設計者,無不絞盡腦汁、竭盡所能地,設計相對「安全」的彈藥,但是現今的彈藥無論如何地安全,意外事件的發生還是時有所聞。 本文從彈藥處理的角度,包含了老舊彈藥的保養整修、廢棄彈藥的燒爆毀處置及射擊或投擲後,未能爆炸之未爆彈處理等,觀察國軍相關的危安管控機制與實施後之情況。研究發現國軍在每一次彈藥處理意外事件發生後,均針對該項意外通盤檢討,並研擬諸多的改進措施,要求所屬確實遵守執行,同時近年來也引進了學術界或產業界的新式管理概念,如風險管理、標準作業程序等,確有降低彈藥處理意外風險之趨勢,然各項的管控方式雖多,卻缺乏整合,尚未建立一套制度化與整體化的安全管理模式。 經與專家討論,並參考勞委會要求國內各產業界推行的「臺灣職業安全衛生管理系統」(Taiwan Occupational Safety and Health Management System,TOSHMS),發現國軍彈藥處理如能導入該系統,可將現行的各項管控機制納入系統內統一管理,從政策、規劃、實施與運作、檢查、管理階層審查等,建構一個危安管控機制的P-D-C-A架構,同時訂定各執行要項的績效指標,客觀地評估執行成效,當組織的安全管理模式進入P-D-C-A循環後,將有助於國軍提升彈藥處理的安全性。

“Ammunition”(ammo) is the key factor that can be decided the performance of weapons. Most ammunition are filled with explosives and give them the characteristic of explode. Because this special feature always make dangerous in storage and usage. Thus the ammo designers will do their best to make ammo safe. But even in today, no matter how the safe ammo we have and accidents still occurs. This article is focus on the safety management of ammo handling which include old ammo maintenance, wasted ammo destruction(demilitarization) and un-explosive ordnance disposal. Observed what are the methods has been using to keep ammo safe for Taiwan troops.They always examined their mistakes and try to improve immediately after every accident. They also led in some new management concepts from academic or industrial such as “Risk Management”,”Standard Operation Procedures”…etc. This really makes the tendency of risk goes down. However those management methods are lacking of unity. After discussed with some ammo experts and refer to TOSHMS(Taiwan Occupational Safety and Health Management System) which Taiwan Council of Labor Affairs(CLA) has been introduced. It find out that if Taiwan troops led in TOSHMS could unify all current methods they are using for safety management. This system is not only to help Taiwan troops set up a P-D-C-A(plan-do-check-action) construction for safety and risk control but also makes an index to measure system efficiency. It will improve ammo handling safety if organization get into PDCA cycling.
