應用TSIS於交通衝擊評估之研究-以高鐵左營站區為例

摘要


台灣近年來土地使用開發的型態與範圍,均有相當顯著的成長與改變。交通規劃改變了土地使用上不同型態與效益的多樣性,同時不同土地使用型態的改變也為交通規劃帶來更多元的課題。但何種型態與規模的土地使用改變需要做交通影響評估,近年來,交通部運輸研究所針對基地開發交通衝擊評估門檻與法制化有做相關的研究與初探。在基地開發後,改變了原先的土地使用形態,針對基地開發後所帶來的交通影響作出事前的評估與規劃是有必要的。基地開發若未先將開發過程中或開發之後,所帶來的交通衝擊預先評估,不只會對原先基地周遭的交通型態產生負面的影響,更會降低原本規劃區域的土地使用效益。故本研究以高鐵左營站區周遭路網為對象,調查主要和次要道路路網的交通量;運用交通模擬軟體TSIS在交通衝擊評估之上,且以公路容量分析軟體HCS與THCS2006分析路網內之路口。本研究經由實證研究結果,發現透過TSIS模擬之交通量近乎即時交通資訊。

In recent years the land use development state as well as the scope had the quite remarkable growth and the change in Taiwan. The transportation plan changed the land use different state and the benefit multiplicity. The different land use state's change also brings more topics for the transportation plan. The Ministry of Communications Transportation Research institute had in view of the site development transportation impact appraisal threshold and the legalization for the related research. Site development, changed the original land use shape, after site development brings the transportation influence made in anticipation appraisal and the plan is necessary. If site development not first in performance history or development, brings the transportation impact appraises in advance, not only will have the negative influence to the original base transportation state all around, will reduce plans the region land use benefit originally. Therefore this study takes the high-speed rail Zuoying station area all around road network as the research area to investigate main and secondary road networks volume. Traffic simulation software TSIS on transportation impact analysis and highway capabiltiy analysis software HCS and THCS2006 ard used in road network street intersection analysis. This study found volume of traffic of approaching immediate transportation information by the TSIS simulation.
