都市地區人行道評估與改善之研究-以高雄市鳳山區為例

摘要


人類文明與科技的進步,以促進交通運具使用趨於多元化,然而在各旅次當中,無論是搭乘大眾運具或是自行駕車,旅次的末端仍須回歸「步行」,故提供行人步行的人行道品質與安全性,便相當重要。以高雄市鳳山區為例,依本研究實地調查後發現,行政區域內有居多人行道路段遭人為佔用,且經自然作用或使用耗損等因素衝擊,皆有所損壞,亟待修復,並且也將影響行人步行之暢行性、安全性以及舒適性。然,公共設施(如人行道)之修繕,所需經費之龐大,故難以一次且全面性之進行整修,而是需依路段毀損程度與嚴重性,來依序維護之。基此,本研究首先,採取兩回合之德爾菲法之應用,來確立「都市地區人行道評估改善計畫評估準則」系統,後續再透過「層級分析法(AHP)」以及「簡單加權法」以權重出各指標間之優先順序,以作為未來人行道路段修繕順序之依據。 經本研究分析過程,本研究乃研擬出具六大準則之「都市地區人行道評估改善計畫評估準則」系統,依權重分析結果,其排名依序為:1.「學校(0.271)」、2.「大眾運輸交集點(0.268)」、3.「商業區或行政區(0.127)」、4.「文化觀光(0.120)、5.「主要幹道(0.110)、6.「環境改善(0.104)」,而本研究將現場調查資料利用簡單加權法進行所有路段評分,並提出鳳山區人行道改善優先順序、改善建議以及經費概算,依研究結果得到鳳山區現有人行道路段改善優先順序前三名依序為:1.「光復路」總工程費用約2450萬元,每平方公尺約17,133元、2.「瑞隆東路」總工程費用約5390萬元,每平方公尺約16,857元、3.「國泰路」總工程費用約6390萬元,每平方公尺約15,976元。

Due to the development of human civilization and technology, transportation modes are diversity. However, whether people take the public transportation or drive by themselves, “walking” is still the mainly basic traffic tool for people. Therefore, it is quite important to provide safety and good quality sidewalks for pedestrians. For example, sidewalks in Fengshan District, Kaohsiung City, after the field survey, its sidewalks in majority of administrative regions are often occupied and seriously damaged due to the natural effects or overused, which need to be urgently repaired. Otherwise, what happened on the sidewalks will impact walkers’ navigate, safety, and comfort. Since the budget for the public facility (such as sidewalks) repairs is huge, it is difficult to carry out once and comprehensiveness of the renovation. Instead, it depends on the extent and severity of damage as the order for the government to repair the sidewalks. Base on such background, the research, first, applies two rounds of the Delphi method of application to establish "urban areas assessed sidewalk improvement plan evaluation criteria" system. Second, through the "Analytic Hierarchy Process (AHP)" and "simple weighting method" weight the priorities of each index, which provide as the future basis for the sections of the sidewalk repair order. Based on the above research methods, according to process of analyzing, the study develops six standards for the "urban areas assessed sidewalk improvement plan evaluation criteria” system. The ranking of the six criteria and its weight distribution are the followings: 1. the schools are 0.271 points; 2.the public transportation intersection points are 0.268 points; 3.the commercial or administrative areas are 0.127 points; 4.the culture tourism areas are 0.120 points; 5.the main roads are 0.110 points; and, 6.the environmental improvement is 0.104. In the thesis, It apply the simple score weighting method to the field survey data and to score all the sections. And proposed the priorities of the Fengshan District sidewalk improvements, recommendations for improvement, and funding estimates for proposed improvements. According to my research, the top three priorities of the Fengshan District sidewalks are: 1. "Guangfu Road". The total project is about 24.5 million dollars and 17,133 dollars per square meter; 2. "Guanghua E.Road". The total project is about 53.9 million dollars and 16,857 dollars per square meter; 3." Guotai Road". The total project is about 63.9 million dollars and 15,976 dollars per square meter.
