摘要

環境永續發展為目前都市規劃重要的理念之一，國內對於環境永續的研究歷年來有相當豐碩的成果，這些成果包括生態城市、綠色社區(生態社區)、生態城鄉(包括生態農村)及綠建築等主題，應用的空間尺度從國土、區域、都市、社區到基地均有含括。相關研究已把永續發展指標建構得相當完整，且可明確指出環境指標的項目及其評定的計算方式。本研究主要在檢視永續環境指標的操作性，以綠建築評估指標為基礎，結合其他永續發展指標，提出可落實於社區的永續發展指標。透過專家問卷建構出強調可操作、具代表性且可替代之社區永續環境指標系統並選取都市與鄉村兩種不同類型社區進行實證。結果顯示，本研究所建構之永續環境指數可應用於2種社區，皆具有可操作性並可比較其永續性表現。

Environmental sustainability is an important concept of city planning. Many achievements about environmental sustainability, such as eco-city, eco-community, ecological village and green building, have been established in domestic studies in recent years. These outcomes have been used to figure out items for environment indicators and other scheming methods of evaluation. This study focuses on surveying the operability of environmental indicators of sustainable development by combining green building index system with other sustainable development index in order to bring up a sustainable index that can be implemented in community. Based on the analysis result of questionnaire which was done by related experts, a sustainable environment index that is operable, representative and substitutive is established. Besides, this study chooses two different communities as examples. Generally speaking, the sustainability performance of two communities both can be easily evaluated and compared by this index.
