都市人口的快速成長,造成都市活動空間需求不斷的擴充,但卻造成了二類現象:一類是公共空間逐漸不足,另一類為舊有空間被閒置不用,這種窘境普遍存在。從經濟發展的趨勢來看,傳統產業因勞動或環境結構的改變而失去了競爭力,被迫促使原有的產業必須轉型或者轉投資。 本研究透過個案分析,建立評估閒置私有傳統零售市場用地轉型再利用之指標及其最佳權重。以層級分析法(AHP)所建立之評估指標層級系統,包括第一層之目標,第二層準則分為法規限制、財務效益、市場需求、權利人意願及開發時程等五個面向,第三層則為評估各面向之準則。經專家問卷後分析權重,得到法規限制(0.154)、財務效益(0.268)、市場需求(0.183)、權利人意願(0.238)及開發時程(0.156)之結果。由權重可得知,財務效益的面向是最優先考量。在準則層方面,法規限制之三個評估指標中,權重最大者為開發強度相關規定(0.508);財務效益之四個評估指標中,權重最大者為以投資報酬率(0.472);市場需求之三個評估指標中,權重最大者為市場建案區位的優勢(0.608);權利人之意願三個主要評估指標中,權重最大者為權利人眾多整合問題(0.643);開發時程之三個評估指標中,權重最大者為土地使用變更時程長短(0.539)。本研究結果可提供做為政府或業者針對閒置中私有傳統零售市場再利用進行評估時,可採用的決策參考,以利最後方案的決定。
Rapidly growing urban population, resulting in growing demand of urban space expansion, but it resulted in two types of phenomena: one is the lack of public space gradually, and the other is the old space is left unused. This dilemma is widespread then the trend of economic development, the traditional industry due to changes in the structure of labor or the environment and lost competitiveness, must be forced to promote the transformation of existing industrial or reinvestment. The study, assessment of idle is private land transformation of traditional retail market indicators reuse and optimum weight. In Hierarchy Process (AHP) evaluation index created by the system level, including the target of the first layer, the second layer standards into regulatory restrictions, financial benefits, market demand, human rights and development process when five wishes for, compared with the third layer of the assessment criteria for each. After the questionnaire analysis expert weights obtained regulatory restrictions (0.154), the results of the financial benefits (0.268), the market demand (0.183), the right person will (0.238) and development time (0.156). Weight can be learned from the right, the financial benefits for the most priority. In terms of the criteria level, restrictions and regulations of the three evaluation index, the weights greatest strength for the development of the relevant provisions of (0.508). Four indicators to assess are the financial benefits of the weights for the greatest return on investment (0.472). Three evaluation indicators of market demand, the greatest weight of the dominant market position to build the case area (0.608). The wishes of the three major human rights assessment indicators, the greatest weight is to the rights of people of many integration problems (0.643). Three evaluation indicators of the development process, the greatest weight when land use change process is length (0.539). The results of this study can provide when used as government or private industry for idle in traditional retail markets to assess recycling program, can be used for decision making, in order to facilitate the final aspects of the decision.
