生態旅遊發展潛力之研究-以臺南市白河區為例

摘要

臺灣生態旅遊發展可追溯至1980年代，至今也有三十多年，自2000年由交通部觀光局擬定的「二十一世紀臺灣發展觀光計畫」後，生態旅遊正式被納入未來旅遊產業發展的重要方向之一，至2002年國際生態旅遊年開始制定出完整的生態旅遊計畫「生態旅遊白皮書」。
白河區是臺南市發展最早的城鎮之ㄧ，境內不但擁有豐富自然生態、傳統閩客文化、另有西拉雅族文化和享譽全臺的蓮花產業及其他節慶活動，本研究目的在找出白河區各地方發展生態旅遊的潛力。首先，透過文獻回顧歸納評估指標，以分析網路程序(Analytical Network Process, ANP)設計專家問卷以確定指標間彼此之權重關係；接著在空間分析方面，本研究以網格分析方式計算出各指標權重後之總得點，再以GIS空間展示分析結果。
結果顯示，生態旅遊潛力指標以地貌原始性、人文特色性及生物多樣性、產業特色性得點最高。綜合分析方面，本研究將生態旅遊分為單一資源類型和複合資源類型。複合資源類型方面，白河區內以六溪里最適合「綜合發展型」之生態旅遊；關嶺里兼具自然和文化、適合發展成「自然與文化發展型」；兼具文化和產業的「文化與產業發展型」範圍大約在竹門、汴頭、蓮潭、廣安。單一資源類型有「自然型」的仙草里、「文化型」的虎山里及「產業型」的紹安、草店、玉豐里。
本研究建議相關單位參考本研究結果、綜合考量各區域發展潛力，提出對白河區自然環境友善、對文化傳承有益、對區域經濟有利的生態旅遊發展模式。

Eco-tourism development in taiwan can be traced back to the 1980s, it’s more than thirty years so far. Since 2000, the “Twenty-One Century Taiwan Tourism Development Plan" has been proposed by Tourism Bureau , eco-tourism become one of the important direction to the tourism industry in future development .Until 2002 (International Year of Ecotourism) began complete ecological tourism project .
Baihe area is one of the historical town in Tainan city , not only rich in natural ecosystems, but also traditional Hokkien , Hakka , Siraya cultures and other festive event, this study aims to find the potential of Eco-tourism development in Baihe area . First, through literature review to devide the Eco-tourism indicators, use analytic network process (Analytical Network Process, ANP) to design experts survey, and determine the weights of each indicators relationship ; followed by spatial analysis, this study analyzed a grid to calculated for each indicator point after weights, then use GIS spatial analysis to show the results.
