從人因工程觀點評估飛航管制人員工作績效之研究

摘要


飛航管制員是空中交通的指揮者,每一次作業都背負著上百條人 命的安危,因而飛航管制員所扮演的角色,在飛航安全中非常重要。 本研究利用問卷調查方法,以國軍直昇機部隊現職之機場塔台飛航管 制員及單位主官、飛行督勤官、氣象人員等成員為實證分析的母體。 本研究發現飛航管制員對自身作業環境的認知中,普遍認為採光 是充足、無線電通話的收訊清晰;但噪音的隔離、值班座椅尚有改進 的空間,與勞工安全衛生簡訊第76 期調查結果相符。飛航管制員下 班離開管制後,仍會回想工作過程,這是工作責任的認知,飛航管制 員從事飛航管制工作時,若不幸遭遇到飛安事故,受到司法程序的審 問,一般人遇到這類事件,會很緊張、無助,不知如何應付,對飛航 管制員造成滿大的壓力。飛航管制員認為在值班期間感覺疲勞時,對 管制作業與飛航安全有一定程度的影響,如何幫助飛航管制員對抗疲 勞在睡眠、排班上是重要的議題。高專業性、高壓力工作群的飛航管 制員普遍認為接下額外的工作最影響工作績效,最大的成尌感是與同 仁分享工作安全的問題。 為提高飛航管制員之工作績效,建議作業環境採人因工程設計、 充實舒緩緊張情緒之休憩設備、蒐集緊急應變特殊狀況案例供參、建 立心理輔導人員制度、成立風險管理機制、人事管理更具人性化,以 提升飛航管制員對單位之向心力。

Air traffic control officer is the commander of the air traffic; each job is saddled with hundreds of human lives. Air traffic control officer plays a role very important in aviation security. This study uses survey methods, to the military helicopter unit serving the airport control tower air traffic control officer and chief officers, flight officers, meteorologists and other members for the empirical analysis of the matrix. This study found that flight controllers generally think that the lighting of their working environments are adequate and have clear radio reception; while, noise isolation, the seats for working is still room for improvement, correspond with the occupational safety and health bulletin 76th consistent result. After fly airlines control member leave their posts, still will recall their work process. This is their cognitive of work responsibility of. When fly airlines control members engaged in fly airlines control work, unfortunately, suffered from fly aviation safety accident and was interrogated by judicial program, generally, will be nervous, helpless and didn’t know how to response to this kind of event. To fly airlines control member, it caused full big of pressure. Flight controllers aware that feeling tired when on duty, have certain extent of effects to control operations and aviation security. How to help air traffic controllers struggling against fatigue, sleep and scheduling control is an important issue. High professionalism, high pressure air traffic control officers of the working group generally agreed that taking additional work do the most effects on the work performance. The greatest sense of achievement is to share the issue of safety at work with colleagues. To improve the performance of the air traffic control, it is recommended operating environment for mining human factors engineering design, full open space equipment for relieving tension, gather emergency case see special usage conditions, establishment of counseling personnel, personnel management system, has established a risk management mechanism is more user-friendly, the centripetal force to upgrade the air traffic control units.
