發展社會企業於社區再造之評估與規劃

摘要


社會企業即為追求人類與環境福利的一種商業框架下的組織。社區營造藉由社會力量推動永續的概念,也逐漸被各國廣泛的關注。因此本研究中會同時探討社會企業及社區營造的重要性,並根據政府與營建商合作實施的社區營建案作為研究的背景。從政府角度而言,會將社區發展作為首要的考量;相對從營建商的角度而言,金錢的利益才是當務之急,而社區居民則以本身福利為投入建設的主因。所以營建商是否為社會企業將是一個值得探討的問題。 本研究基於經濟、文化、環境及永續的四個關鍵層面,提出了兩階段的評估與規劃模型,在模型中將考量社區中,三個重要的角色(政府、營建商與社區居民)的影響。在第一階段評估過程,會使用模糊資料包絡法提供政府一個評估與選擇社會企業的模式;接著在第二階段規劃過程,會採用多目標的方式讓營建商有效規劃社區整體之土地使用,落實社會企業發展,並在實體案例中進行分析與探討。

A social enterprise is an organization that pursues human and environmental well-being within a commercial framework. The concept of community empowerment has received widespread attention worldwide because it aims to promote sustainable development by harnessing community forces. To implement a construction plan, the government has to cooperate with constructors. From the perspective of the government, the sustainable development of the community should prevail, whereas constructors prioritize pecuniary advantages and the community cares about their own welfare. Thus, selecting and authorizing a constructor that adheres to the approach of a social enterprise is an important issue. This study proposes an evaluation and planning models that are formulated in two phases based on four critical aspects: economy, culture, environment, and sustainability. Three social groups are involved: the government, constructors, and the community. In the first phase, an evaluation procedure is developed by using fuzzy data envelopment analysis to assess constructors. In the second phase, a community empowerment model of land-use planning is established. A developing village is adopted to implement a case study. Results of this study can assist the government in choosing an optimal constructor, and can support the constructor in empowering a community based on the features of the community.
