國軍近幾年已完成年金改革制度及服役年限等重大調整,部隊中,大多中、高階軍官幹部面對未來部隊的環境及待遇,均保持著不安及觀望之態度,若能妥慎考量改革後之影響,藉「做越久、領越多」之優勢,來留住對國家有重大貢獻之人才,勢必對我國軍人的素質之提升,有顯著的助益。然而,以往部隊是較為封閉的族群,故較少針對這方面來實施探討,因此,本研究建構出年資屆(已)滿20年之軍人(官),確定留任之關鍵成功因素準則架構。 本文應用DANP法探討屆(已)滿20年之軍官選擇留任之關鍵因素,並且依據關鍵因素繪製出網絡圖,瞭解影響關聯性及重要程度。 實證研究發現,任職屆(已)滿20年而服務於機關單位之軍官認為影響留任的因素為「基本薪資(A1)」、「家庭照護(E1)」、「休補假正常(B6)」、「特別加給(A4)」、「上下班正常(B5)」、「一般勤務(B2)」、「演訓任務(B1)」,而其中「家庭照護E1」為最重要之關鍵因素,其他關鍵因素大都以家庭照護為起點而推動,最後,本文根據研究結果提供後續研究者及國防部未來政策擬定之參考。
Taiwan’s military officers now face an uncertain future due to the change of service aged limited and the pension reform, therefore, the objective of this study is to investigate the key factors that affect army high-ranking and middle-ranking officers' intention to stay after 20 years of service.This study mainly uses the DANP method to identify the key factors and graph a network diagram based on the key factors to understand the prominences and relation.As a result, key factors are “Salary(A1)”, “Family care(E1)”, “Regular day-off(B6)”, “Special pays(A4)”, “Normal commute(B5)”, “Regular duties(B2)” and “Exercises(B1)”,among them, “Family care(E1)” is the most important key factor to affect other factors.Finally, this study result provides a recommendation for future researchers and the Ministry of National Defense to further research and draw up the policies.
