摘要

本研究以系統分析之方法，評估某研發機構物料管理制度之良窳，並深入研究該機構存貨居高不下之原因，提出物料管理流程改善模式，期藉由整合物流相關流程及檢討物流系統缺失，針對各項缺失提出改善建議及流程再造方案，目的在於透過改善存貨控制及物料管理策略以降低存貨水準。。
提出之策略整合了包括採購管理、生產管理、存貨控制、品質管理、財務管理及計畫管理等系統。新的策略要求供應商針對每一張訂單，能夠依需求分批送貨，而不是一次遞送，此新的策略將能夠使存貨水準顯著降低。本研究也建議資料必須透明化以及保持一致性，才能夠有效且具效率的規劃與整合物料相關之不同功能部門，因此必須具備良好的資料庫管理系統，以提高物料管理工作之績效。

This research uses a systematic approach to investigate the advantages and disadvantages of the material management system of a defense research and development organization. Based on the analysis and evaluation, it proposes an improved inventory control and material management policy to reduce inventory level.
The proposed policy integrates several systems including procurement management, production control, inventory control, quality control, finance management, and project management. The new policy requests vendors to provide gradual delivery rather than one-time delivery for each order. This leads to a significant reduction of inventory level. This research also suggests data transparency and consistency to facilitate a more effective and efficient planning and integration of materials among different functional departments. A better data base management system is designed accordingly.
