我國國民小學不適任教師之研究

A Study of Incompetent Elementary School Teachers in Taiwan

摘要


本研究旨在探究我國國小不適任教師之定義與類型、形成因素、處理程序及處理困境,並提出因應對策與思維觀點,以提供教育行政機關、學校作為參考。本研究以台灣地區國民小學教職人員及家長對於不適任教師之意見為主,並以研究者自編「我國國民小學不適任教師之意見問卷」為工具,採分層隨機抽樣方式選取全國23縣市60所公立學校進行抽樣調查,問卷回收率為82.8﹪共計獲得有效問卷994份,其中學校教職人員有效問卷815份,學生家長有效問卷179份。所得資料經統計分析,獲得以下結論: 一、教職人員及家長對於我國國民小學不適任教師的現況認為普遍存在。 二、擔任不同職務的教職人員對不適任教師的知覺有明顯不同,以兼任行政教職人員(校長、主任)的知覺較高。 三、是否曾擔任家長委員對不適任教師的意見並無不同。 四、教職人員整體與是否曾擔任家長委員對不適任教師的意見有顯著差異。擔任家長委員者對於不適任教師的知覺較高。 根據上述所得之結果,提出本研究對教育行政主管機關、學校與未來研究之建議。

The purposes of this study are to identify the meaning and different types of the incompetent teachers who teach in elementary schools in Taiwan, to understand the reasons why they become this kind of teachers, to know the aptitude and ways of those school authorities that they adopt to deal with them, to find the dilemma they have met to solve them, to try to find the solutions and suggestions of dealing with them. At last, the suggestions are given to educational administrations and schools as references. The researcher use the way of survey method to collect all the information that is needed in this study. Participants were sampled from teachers and parents of public elementary schools in Taiwan. A self-administered questionnaire titled “The Opinions Of Incompetent Elementary Teacher In Taiwan” was used as research tool. The return rate was 82.8﹪and the valid sample was 994 pieces including 815 teachers and 179 parents in 60 elementary schools in Taiwan. The research draws the following conclusions: 1.Both teachers and parents think that the incompetent elementary teachers exist in schools commonly 2.Holds the post of the different duty the teachership personnel to is appointed teacher's consciousness to have obviously different, holds a concurrent post the administrative teachership personnel (principal, director) consciousness is high 3.Whether once held the post of parents committee member to incompetent teacher's opinion isn’t different. 4.It’s significant difference of incompetent teachers opinion between teachers and parents. Parents’ consciousness are higher in incompetent teachers opinion.
