眷村改建為政府重大施政計畫,其資金來源係由「國軍老舊眷村改建基金」以「變產置產」方式,標售列冊於「國軍老舊眷村改建總冊」之騰空眷村土地、空置營地及新建工程商業店舖籌措,並編列「特別預算」執行改建計畫,惟自民86年起因國內經濟景氣下滑,直接衝擊不動產市場,使得土地標售不易,資金籌措不足(原計畫迄至民92年1月30日止籌措金額約4,485億元,但實際僅得款約456億元)致改建計畫進度落後,且因部分新建工程施工品質控管不佳或工期增長,造成眷戶及民眾對改建工作產生批評與質疑,根據國防部去(96)年統計眷戶全年陳情案件共計4539件,間接影響政府施政形象。 國防部致力完成許多的眷村改建,而且已照顧許多的軍眷,然對眷改政策是否繼續以原方式興建或應採修正方式為之,迄今亦為各方討論與爭議,若持續興建則應考量眷村改建達成之關鍵,在於新建住宅工程品質、改建基地區位環境、社區意識等三要素及眷戶參與改建與滿意度之關聯性,以作為政策研修決定之依據,倘能論證屬絕對相關影響因素,則對政府未來整體住宅政策及眷村改建計畫目標之達成,均有甚大助益,故殊值探討研究。 本次研究以下列二項簡要說明探討: 一、眷戶於完工進住後,從實質使用需求與使用現況,調查工程品質、改建基地區位環境、社區意識及眷戶參與度等,探討造成滿意度差異的影響因素。 二、藉本次研究結果,據以建議眷村改建政策之研修,使政府與眷戶均能達到雙贏目的。 本研究屬定性研究,以台灣北、中、南地區已完工之改建基地,透過已遷入眷戶,瞭解眷村改建關鍵要素、眷戶參與度與滿意度之相關性,並蒐集眷村改建之相關文獻,進行文獻回顧與探討,其次則是針對文獻內容,對於研究架構與研究方法進行建立與確認。再藉由北中南部已完工眷村改建基地,實施開放式訪談、資料蒐集與研究探討後,做出資料分析,最後得出結論與建議。
Military village rebuilding is a significant administration plan of the government, and the source of fund is from “Old Military Village Rebuilding Fund of the Armed Forces” to sell by tender those which empty military village land, unused barracks and newly constructed commercial stores listed in “General Volume of Old Military Village Rebuilding Fund of the Armed Forces” by way of “realization of assets and assets purchasing,” and draw up “Special Budget” to implement rebuilding plan. However, since domestic economy was sluggish in 1997 brought an impact to real estate markets, this made land sale by tender difficult and capital raising shortage which resulted in the postponement of rebuilding schedule progress. Moreover, the imperfect control and management on parts of newly constructed engineering or the prolongation of time limit for rebuilding project brought about criticism and suspicion by both resident household and the public. According to statistics by the Ministry of National Defense (MND) in 2007, there were 4539 pleas for the whole year, which indirectly affected the government’s administration image. The MND has devoted itself on completing a lot of military village rebuilding and taken care of quite a few of military dependents. While whether the military village rebuilding should continue by the original way of construction or adopt a revised way, it still leaves discussion and controversy. If continued to construct, we have to consider that the key essential to reach military village consensus hinges on three factors-- engineering quality of new construction, area environment of rebuilding bases, and community awareness, as well as the correlation between participation and satisfaction of resident household as the basis of policy modification and decision. If we can prove that these two are absolutely correlated influenced factors, it will help a lot for the government on its future comprehensive residence policy and the completion of military village rebuilding objective, and therefore this topic is worth studying. This study is summarized to explain and discuss with the following two. 1. Resident household moves into new constructed military village after its completion. Explore the influenced factor resulted in difference of satisfaction by substantial usage requirement and usage status, investigating construction quality, area environment of rebuilding bases, community awareness and resident household participation, etc. 2. By the result of this study, it can provide policy modification for military village rebuilding suggestions and make both the government and resident household reach win-win purpose. This study is of qualitative study and focuses on completed rebuilding bases at the northern, central, southern area of Taiwan. Through moved in resident household, understand the key essential for military village rebuilding IV and the correlation between participation and satisfaction for resident household. Collect related military village document for literature review. Then, focused on document content, make establishment and confirmation on research structure and research methodology. And after conducting open interview, data collection and research exploration, perform data analysis and finally acquiring conclusion and suggestion by completed military village rebuilding bases at the northern, central, and southern area.
