歐盟電子電機設備限制使用危害物質指令及廢電機電子設備指令初探

摘要


摘要 全球環保意識的抬頭,特別是產品的開發生產與回收再利用,在近幾年尤其受重視,以往電子相關產業從未體驗過的衝擊波浪,現在正在水面下以飛快的速度傳遞中,那就是「E」環保(environment),環境保護波浪的衝擊。 一提到E,由於其重要性之高,因此也是許多製造商一直以來視為努力的目標不斷改進。但事實上,對於現場的機器設計者或製造技術者來說,「Q」品質(quality)、「C」價格(cost)與「D」交期(delivery)是最重要的,至於「E」環保(environment),則是心有餘力時才會進行改善,藉以提高企業形象。 但在2002年到2003年之間,這種狀況產生了劇烈變化,因為「E」環保(environment)變成了交易的基本條件,所以在設計或製造,品質管理的現場都逐漸變成需要最優先來處理。從日本SONY的綠色採購制度,乃至歐盟將於2006年7月正式展開的電子電機設備限制使用危害物質指令(Restriction of the use of certain Hazardous Substances in Electrical and Electronic Equipment ,RoHS)與廢電機與電子設備指令(Waste Electronics and Electrical Equipment, WEEE),均著重在電子、電器產品的環保規範。我國電子、電機產業目前代工仍佔多數,輸歐的比例也很高,因此只要是輸歐的產品,也將被要求符合RoHS與WEEE的規範。有鑒於2001年10月日本新力(Sony)所發生的遊戲機「PS one」事件,在全球掀起一陣譁然,更讓以設計為主的日本、韓國,以及包含台灣在內以代工為主的東南亞國家,不敢對於此兩種規範掉以輕心。 本研究先以RoHS與WEEE指令的初探為起始,了解其定義與規範,並以實際應用說明,使達淺顯易懂之目的;最後探討台灣電子電機設備產業的現況。

Abstract In the past decade, global environmental protection consciousness has obtained worldwide attention, especially for products which can be recycled after consumption. In recent years, the electronic industry has experienced a strong impact known as the environmental protection requirements. When we mention the letter “E”, which now ranked as the top goal, therefore, many manufacturers are continuously trying to fulfill the regulation of environment protection. But in fact, Q (quality)、 C (cost) and D (delivery) are vital for designing many machines and for developing the technology of manufacturing so as to enhance the enterprise image. Between the years 2002 to 2003, there is a tremendous change in the environmental requirements. For example, SONY established its Sony Green Partner Standards in July 2001, later, the European Union has officially launched the RoHS(Restriction of the use of certain Hazardous Substances in Electrical and Electronic Equipment )and WEEE(Waste Electronics and Electrical Equipment) directions in July, 2006, in order to validate electronics product to comply with its standards. Since the market of the European Union is huge and Taiwan has skilled labor force, therefore, Taiwan focuses and relies heavily on the electronics and electrical machinery industry. As long as product that shipped to Europe has to comply with RoHS and WEEE directions, it must cause great impacts to Taiwan’s relative industries. This incident case of PS one-a game machine form Japan in 2001 has adversely affected Japan, South Korea and Taiwan, all of them are primarily focused in designing industries but do not under these two standards, we would like to get some insight information. This initial research takes RoHS and WEEE direction as an outset and try to understand its definition and standard, get some practical example to assist understanding the restrictions and regulations. Finally, we intend to find out the present status of Taiwan’s electric, electronic and equipment industry, especially their trading volume in 2005 with the European Union so as to check their possible impacts caused by RoHS and WEEE in the near future.
