我國私立大學校院募款現況及其相關問題之研究

摘要

學校教育的經營方式逐漸出現轉變，私立大學校數逐年增加，在教育市場上產生排擠效果，學校逐漸面臨財務或資源不足的危機，大學自籌經費逐漸成為共同的發展趨勢。其中最具彈性空間者為募款收入，大學募款績效左右各校業務推動，對外募款能力成為大學校院經營的重要課題，是大學未來發展不可忽視的重心。
據此，本研究深入探討我國私立大學校院募款現況及其相關問題，研究目的包括探究我國私立大學校院募款之現況、募款之困境，分析不同背景變項之研究對象，對我國私立大學校院募款現況看法上之差異，並針對研究結果得到以下建議，以為教育行政主管機關、各大學募款業務與未來研究之參考。
一、對教育主管機關的建議
（一）教育政策應鼓勵各大學校院成立募款專責機構
（二）政府法令政策應有相關配套措施，以有效規範大學校院推動募款業務
二、對學校單位的建議
（一）成立專責募款單位，以達到專款專用
（二）建立系統化募款評鑑機制，切實執行募款業務的相關評鑑
（三）延攬專業人才，積極促進募款組織人員的專業性
（四）透過姊妹校學術合作方式，積極開拓遠距或國外募款對象
（五）定期舉辦校內與校外募款活動，增加募款組織曝光度，促進學校優良形象

School education modes of business operation present transforms gradually.The private university school numbers increases year by year in which producespushes aside effect in the education market. The school faces the crisis that gradually the finance or the resources are insufficient. The university self-provides the funds to become the common trend of development continuously. And mosthas the elastic space is the raising funds income. The university raises fundsperformance affects the achievements of various schools service impetus. Theability of raises funds becomes the important topic of the outward of universitycampus management of which is the university develops the noticeable center ofgravity in the future.
According to the above, this research discusses the issue of raising funds to our country Private university campus thoroughly for present situation and therelated question. This research goal including present situation inquired into thatraises funds of our country Private university campus and the difficult position ofraise funds. The analysis is for object that bases on different background variable.The research targets the difference of view to the raise funds of our country Private University and College. Study result aims at the findings to obtain the followingsuggestion to services of Raises Funds of Private University on which can bethought or referenced by the educational administration Controlling organization.
1.The suggestion to the Controlling organization of education.
a.The educational policy should encourage universities to establish the sole responsibility organization of raise funds.
b.The government law policy should have the related coordinated sets ofmeasures and helps in which can effective standard university and collegeto impetus the service of raises funds.
2.The suggestion to the School Unit
a.To establish the sole responsibility in order to achieve earmarks that a fund for a specific purpose.
b.To establish the mechanism of the systematization on assessment to theraise funds and so does the assessment of practical execution to the raisesfunds service.
c.To solicit the professional and promotes the specialization to raise fundspersonnel.
d.Through the sisters school academic approaches of cooperation to developthe distance or overseas raises funds object positively.
e.To conduct in school or outside activities to raise funds regularly in order toincrease exposure of raises funds organization and promotes fine vivid ofthe school.
