國民中學環境狀態中創新經營之策略管理研究─以北北基三縣市為例

摘要


本研究旨在瞭解不同環境狀態中國民中學創新經營與策略管理方式的現況與關係。研究方法係採用文獻分析與問卷調查法。本研究以台灣北部三縣市(台北市、台北縣、基隆市)之公立國民中學教師作為母群體,採多階段抽樣法進行調查。並以自編之「國民中學不同環境狀態中創新經營策略管理調查問卷」作為研究工具,問卷共計發出661份,回收443份,扣除無效問卷12份之後,可用問卷為431份,有效問卷回收率為65.20%。所得資料以單因子變異數分析、多元迴歸以及典型相關等方法進行分析處理。本研究獲得之結論如下: 壹、國民中學多處於確定的環境狀態中,較少處在不確定的環境狀態。 貳、國民中學在策略管理方面大多採用「分析策略」,其次為「穩定策略」、  「攻擊策略」及「前瞻策略」,最少採用「退縮策略」「反應策略」。 参、國民中學創新經營現況大致良好,惟相較之下,創新經營過程比結果好。 肆、不同個人背景變項教師對於環境狀態及創新經營現況有不同的看法。 伍、不同學校背景變項教師對於環境狀態及創新經營現況有不同的看法。 陸、國民中學環境狀態會促進策略管理選擇來提昇創新經營。 柒、國民中學處在複雜環境下,學校多不願意從事創新經營。 捌、國民中學在明確環境下,多採取穩定策略、攻擊策略、前瞻策略及分析策   略。 玖、國民中學在不明確環境下,多採取退縮策略、反應策略。 拾、國民中學採用前瞻策略、分析策略及攻擊策略有利於創新經營。 拾壹、國民中學在明確環境下,採用前瞻策略、分析策略可以催化創新經營。 拾貳、國民中學在不明確環境下,採用前瞻策略、反應策略、分析策略可以催   化創新經營。   最後,根據結論,研究者針對教育行政機關、學校行政領導者、教師以及未來研究提出若干建議,以作為改進方向之參考。

This research is aiming to understand the current situation and relation between innovative and strategic management in different circumstances in junior high schools. The method adopted for this research were document analysis and questionnaire survey. The subjects includes public junior school teachers from three cities in northern Taiwan – Taipei City, Taipei County, and Keelung City. A questionnaire named “The questionnaire for innovative and strategic management of junior high schools under different circumstances” was developed, 661 questionnaires were delivered, 443 were retrieved, 12 invalid and 431 effective. The percentage of effective questionnaire retrieval was 65.20%. The data were analyzed by one-way ANOVA, stepwise multiple regressions, and canonical correlation methods. The conclusions of this research are listed below: 1. Most junior high schools are under certain circumstances. Few of them are under uncertain circumstances. 2. In terms of strategic management, most junior high schools adopt “analytical strategy”; the next most adopted were “stable strategy,” “aggressive strategy,” and “prospective strategy.” The least adopted were “regressive strategy” and “responsive strategy.” 3. Most junior high schools are doing innovative management fine. However, in comparison, the process of innovative management is better than its result. 4. Teachers from different personal backgrounds have different perspectives on current situations of environmental status and innovative management. 5. Teachers from different school backgrounds have different perspectives on current situations of environmental status and innovative management. 6. The environmental status of junior high schools increase the choices of strategic management to promote innovative management. 7. Junior high schools in complex circumstances are more unwilling to employ innovative management. 8. Junior high schools under certain circumstances mostly adopt stable strategy, aggressive strategy, prospective strategy and analytical strategy. 9. Junior high schools under uncertain circumstances mostly adopt regressive strategy and responsive strategy. 10.Junior high schools adopting prospective strategy, analytical strategy, and aggressive strategy are helpful in terms of innovative management. 11.Under certain circumstances, junior high schools can accelerate innovative management by adopting prospective strategy and analytical strategy. 12.Under uncertain circumstances, junior high schools can accelerate innovative management by adopting prospective strategy, responsive strategy, and analytical strategy. Lastly, the researcher proposes for education bureaus, administration leaders, teachers and future research, according to the conclusions, several suggestions as the reference and guidance for improvement.
