國民中學學校行政人員工作倫理之研究-以北部六縣市為例

摘要


本研究旨在瞭解國民中學學校行政人員工作倫理的現況。為達研究目的,本研究採用問卷調查法,並根據相關文獻編製「國民中學學校行政人員工作倫理之調查問卷」作為研究工具。本研究以臺灣北部六縣市(臺北市、新北市、基隆市、桃園縣、新竹市、新竹縣)之公立國民中學學校人員為研究對象,共計發放606份正式問卷,有效問卷為392份,故有效回收率為64.7%。所得資料進一步以描述統計、t考驗、單因子變異數分析、皮爾森積差相關、多元迴歸分析等方法進行分析處理,獲得之結論如下: 壹、學校行政人員工作倫理現況大致良好,其中以「信實公正」知覺程度最高,「反省行動」知覺程度較低。 貳、男性、擔任校長與主任職務的學校人員,對學校行政人員工作倫理的知覺情形較高。 參、直轄市與省轄市、校齡悠久學校之學校行政人員工作倫理發展已臻成熟。 肆、學校行政人員工作倫理能促進學校之發展動能。 伍、學校行政人員之反省行動最能深耕學校優質氣氛、提昇學校卓越績效與促進學校永續變革。 陸、學校行政人員反省行動能力應再強化培養。 柒、學校行政人員專業知能待加強、教育環境狀態的不確定性為專業實踐主要困境。 捌、學校行政人員消極被動的工作心態為反省行動主要困境。 玖、學校行政人員工作壓力過重、學校行政領導者缺乏同理理解的行動為關懷他人主要困境。 拾、學校行政人員法律知能匱乏、學校資源整合機制鬆散為信實公正主要困境。 拾壹、多元培養專業知能並廣徵教師意見,以強化專業實踐的行動。 拾貳、培養問題應變能力與環境敏銳度並擴增溝通管道,以拓展反省行動的機會。 拾參、重視教師心聲並真誠同理互動,以催化關懷他人的氛圍。 拾肆、領導言行一致並系統管理資源,以建構信實公正的基石。 最後,根據結論,研究者針對教育行政機關、國民中學、學校行政領導者以及未來研究提出相關建議,以供參考。

This study aims to understand the current situation of school administrators' work ethics in junior high schools. In order to achieve the purpose of the study, the method adopted for this study was questionnaire survey. Based on the results drawn from the literature review, a questionnaire named "The Questionnaire of School Administrators' Work Ethics in Junior High Schools" was developed. The subjects of this study are the school personnel of public junior high schools in northern Taiwan, including Taipei City, New Taipei City, Keelung City, Taoyuan County, Hsinchu City, and Hsinchu County. There are 606 questionnaires in the sampling investigation, 392 effective questionnaires were collected, and the effective returns-ratio is about 64.7%. Further, the data were analyzed by descriptive statistics, t-test, one-way ANOVA, Pearson product-moment correlation, and multiple regression. The conclusions of this study are as follows: 1. The major situation of school administrators' work ethics is fine. Particularly, the perception of "integrity" is relatively highest, but the perception of "reflection" is relatively lowest. 2. Male, principals' and directors' perception of school administrators' work ethics is above the average. 3. The development of school administrators' work ethics in direct-controlled municipalities, provincial cities, the schools with long history is above the average. 4. School administrators' work ethics can promote school development. 5. School administrators' work ethics of reflection can reinforce outstanding school atmosphere, promote excellent school achievement, and promote sustainable school reform the most. 6. The ability of school administrators' work ethics of reflection must be strengthened. 7. School administrators' weak professional knowledge and uncertain educational environment are major dilemma of work ethics of professionalism. 8. School administrators' negative work attitude is major dilemma of work ethics of reflection. 9. School administrators' excessive work pressure and school administration leaders' lack of sympathy and understanding are major dilemma of work ethics of care. 10. School administrators' lack of legal knowledge and loose integration of school resources are major dilemma of work ethics of integrity. 11. The ways to strengthen school administrators' work ethics of professionalism are to develop professional knowledge and inquire teachers' opinions. 12. The ways to expand the opportunity of school administrators' work ethics of reflection are to develop the flexibility in dealing with problems and broaden communication channels. 13. The ways to promote the atmosphere of school administrators' work ethics of care are to respect teachers' opinions and interact with others sincerely. 14. The ways to build the basement of school administrators' work ethics of integrity are to emphasize leaders' words and deeds and build resource management systems. Finally, referent advices deduced from this study will be provided for the education administration authorities, junior high schools, school administration leaders and future researchers.
