我國高等教育市場化經營策略之研究

摘要


本研究旨在瞭解我國高等教育機構為因應市場化,所採取經營策略之現況。乃藉由文獻探討與問卷調查的方法,分析「市場化經營策略」實施的情形,以及實施時所面臨的問題,同時,比較不同背景之大學校院,在執行「市場化經營策略」的程度與問題影響度上,是否具有差異。最後,提出具體可行之建議,以提供政府機關、學校與未來進一步研究之參考。 整理、歸納文獻與問卷結果,得到以下幾點結論: 1.高等教育市場化之內涵,是指以市場供需關係,引導高等教育的發展。 2.我國高等教育機構,可採行的「市場化經營策略」,包含「組織再造策略」、「競爭力優勢策略」、「品質管理策略」、「行銷管理策略」、「標竿管理策略」與「人力資源管理策略」。 3.當前我國高等教育,已具備高度整體「市場化經營策略」實施現況。 4.當前我國高等教育,於六大層面「市場化經營策略」的各別實施上,雖然均已達中度策略運用或以上,但仍有加強的必要。 5.在二十二個分策略當中,需特別強化「服務品質管理系統策略」、「高等教育機構整合策略」、「軟硬體設施策略」、「流通管理策略」與「標竿程序策略」之運用。 6.「私立學校」於整體「市場化經營策略」及六大層面「市場化經營策略」的實施程度上,大部分優於「公立學校」。 7.「科技大學」於「組織再造策略」的採行度上,高於「一般大學」。 8.「小型學校」在整體「市場化經營策略」及六大層面「市場化經營策略」的採行程度上,大部分僅達中度的策略運用,實施現狀不甚理想,且顯著低於「大型學校」與「中型學校」。 9.當前我國整體高等教育機構,於施行「市場化經營策略」時,所面臨的問題,尚不算太嚴重,惟仍有問題存在。 10.「目前政府法規對學校策略運用的限制太多」導致「市場化經營策略」實施程度受到相當的影響。 11.「缺乏學校領導者對策略的支持」對我國高等教育機構執行「市場化經營策略」的程度影響最小。 12.人員之問題,乃是我國整體高等教育機構,於實施「市場化經營策略」時,所面臨之主要困難。 13.策略內部相關問題,在我國整體高等教育機構於執行「市場化經營策略」時,較不被視為困難所在。

The purpose of the study is to investigate the current status of management strategies employed by higher education in Taiwan for educational marketization. By the use of references and survey study, the enforcement and the problems confronted by employing the management strategies of marketization are analyzed. Meanwhile, the issue about the differences arises when executing the management strategies of marketization between colleges and universities which have different background (property, types and scale) is also discussed in the research. Last, the suggestions are provided for references to government, schools and further researches. According to the results, there are eleven conclusions listed as follows: 1.The purpose of marketization in higer education is to utilize the Demand-and-Supply Relation in educational market for directing the development of higher education. 2.The management strategies of marketization that can be employed by organization of higher education include organization restructuring strategies, competitive advantage strategies, quality management strategies, marketing management strategies, benchmarking management strategies, and human resource management strategies. 3.In higher education, the management strategies of marketization are highly employed. 4.In higher education, though the employment rate of management strategies of marketization was fair or above, universities and college they still need to strengthen their use of the strategies. 5.In the twenty-two sub-strategies, the application of service level management strategies, integral strategies of higher education institute, facilities of software and hardware strategies, distribution management strategies and benchmarking procedure strategies still need to be strengthened. 6.The enforcing level is higher in private schools than in public schools no matter in the whole or six facets of management strategies of marketization. 7. The adopted rate of organization restructuring strategies is higher in Universities of technology than in general universities. 8.The implementation of management strategies of marketization made by small-scale colleges was fair in the execution of marketing management strategies and was worse than that of big-scale or middle-scale colleges. 9.For universities or colleges, the problems do exist when implementing the management strategies of marketization. 10. The restriction from the implementation of school policy controlled government influences the actual implementation of management strategies of marketization. 11.The lack of support from the leader of universities or colleges has the least influence on implementing management strategies of marketization. 12.The main problems encountered when implementing the management strategies of marketization are the insufficient ability, lack of training in making management policy, and the disagreement of opinion between staffs in universities and colleges. 13. For the institutes of higher education, the issue of planning the management strategies of marketization is not considered as a problem.
