都市化對都市脆弱度影響之分析—以台北都會區1971年~2011年之洪災為例

摘要


在全球氣候變遷的環境下,生物與人類正面臨著因環境變異伴隨而來的各種災害衝擊。尤以城市地區更是遭受氣候與環境危害的高風險地區,二十一世紀的今天,世界各個城市已多數歷經都市化且人口高度集中地發展,一旦遭受極端氣候的衝擊,影響更是嚴重。   城市成為遭受氣候變遷災害的高風險場域,評估與分析都市環境遭受災變影響的程度的指標為都市脆弱度,都市脆弱度可反映都市系統其內外環境的時間序列動態變化。以往脆弱度研究以短期時間點觀察脆弱度變化為主且較缺乏空間面項的分析,因此,本研究針對都市化歷程觀察都市脆弱度之長期變化,以都市各系統做為脆弱度中暴露性、敏感性與調適力等三大面向之基礎,分析面臨氣候變遷的都市環境有何脆弱度變化,以台北都會區近四十年的期間作為分析基礎。   本研究將都市次系統指向脆弱度系統以建構指標,並使用地理資訊系統軟體呈現都市脆弱度之空間動態變化,以檢視都市化因子與脆弱度組成間的相互關係。本研究旨在分析過去都市發展造成都市環境在面臨氣候變異的災害抵抗能力與回復能力等,以暴露性、敏感性與調適力指標的變化情形說明台北都會區易發生災害與影響災害發生嚴重性等特質的地區分佈變化,透過圖面分析瞭解都市長時間發展下的脆弱度空間變化。

In the circumstances of global environmental change, biological systems and human beings are facing the serious impacts due to the environmental variation. Especially in urban areas, where are the high-risk regions of suffering from climate change disasters. Today, most cities in the world have been highly urbanization and population concentrated, so that it would be much more dangerous once the urbans are exposed to extreme climatic impacts. Cities became the high-risk field of suffering climate change disasters, and recent studies are focus on urban vulnerability, which often used in assessing and analysing the degree or the effects of climatic disater impacts to the cities. In the past, the main studies of urban vulnerability concentrated on a short period of time and lacked of spatial analysis. Therefore, this study makes an effort to analyse the urban vulnerability in long-term by observing and mapping the urbazing process in Taipei, and accurately defines the three important elements of vulnerability, exposures, sensitivities and adaptive capacity, so as to know what kinds of urban vulnerabilities were changed when urban facing the stress of climate impacts. This study constructs the vulnerability indictors that point the urban sub-systems to vulnerability elements and uses GIS software to present the spatial dynamics change of urbanization factors and vulnerability elements. This study, in view of urbanization, aims to analyze the resistance and recovery ability of urban environment when climate hazards are happening.
